Balloon Believed
Down in Middle
Of Atlantic Ocean
New York-fCPD-The missing
balloon Small World that left
the Canary Islands Dec. 12 on
a transatlantic aerial voyage
today was believed to be
down in the middle of the At
lantic Ocean.
The balloon, with a special
ly designed gondola that could
be converted into a sailboat
if forced down, was manned
by a crew of three men and
one woman on its attempted
free flight across the Atlantic.
Peter Elstob, promoter of
the aerial voyage, said he
believed the balloon was forc
ed to land in the Atlantic dur
ing a heavy rainstorm.
No Fear Fell
"Judging by the balloon's
speed up until the time of
last radio contact on Dec. 18,
I would estimate that it went
down just about in the mid
dle of the Atlantic Ocean,
Elstob told United Press Inter
national today.
Elstob said he felt certain
the crew would complete the
crossing under sail.
"The special gondola was
designed by Colin Mudie, one
of the crewmen, who is both
a naval architect and an ex
perienced seaman," Elstob
said.
"According to the plan,
Bushy Eiloart was to be in
command of the operation
while the balloon was air
borne. In the event of a forced
landing at sea, Mudie was to
take command because of his
vast experience in sailing. He
also is the navigator.
Three Weeks Expected
Elstob said he believed it
would take the gondola about
three weeks to sail the re
maining 1,500 miles to the
West Indies.
The tiny vessel carried 20
gallons of fresh water but
was equipped with four solar
stills for converting sea water
to fresh water. It also carried
a two-months supply of food
for the crew.
The crew, in addition to
Eiloart, 51, and Mudie, 32,
including Mudie's wife, Rose
mary, 30, and Eiloart 's son,
Timothy, 21, the radio op
erator. Elstob said that earlier re
ports from Venezuela that the
Small World had landed there
apparently were a hoax.
Civil Rights
Proposals Ready
For New Congress
Washington - (DPI) The Jus
tice Department today pre
pared a highly secret package
of civil rights legislative pro
posals to be presented to the
new Congress.
Attorney General William
P. Rogers has been holding al
most daily conferences at the
department to work out the
form of the Administration
proposals. He also has made
a number of trips to the White
House.
Lid on Discussions
But the attorney general
has clamped a lid on any dis
cussions of the details. Depart
ment officials said they did
not want a premature an
nouncement because some
measures are not yet crystal
lized. The wraps will be taken off
the program by President Ei
senhower in his State of the
Union message to Congress,
officials said.
They said "anything that is
proposed will be with the se
rious intention of having it
passed by Congress." Some
persons outside the Adminis
tration have said they do not
expect the department to
make any startling new pro
posals. -The administration officials
said they were trying to avoid
legislation which might have
a popular appeal such as dras
tic anti-bomb laws, but which
would not "legally hold
water."
New Subpoena Powers
Administration officials
have said they would seek
new subpoena powers for the
Justice Department. Such
powers, similar to these held
by the Internal Revenue Serv
ice, would give the depart
ment easier access to records,
including voting registration
rolls.
In addition the Administra
tion is expected to recommend
that Congress prolong the life
of the Civil Rights Commis
sion beyond the September,
1959, deadline.
Columbia River Smelt
On Portland Market
