GDii (First (Ban Treaty Article
Geneva - (TPD - The United
States, Britain and Russia
yesterday agreed on the first
rticle of a treaty prohibiting
nuclear weapons test explos
ions. It was the first major
result of five weeks of East
West negotiations.
The agreement came after
a 90-minute special week-end
session of the three - power
noclear conference.
An official communique an
nounced that the conference
"accepted the text of a draft
Article I of a treaty relating
to the prohibition of nuclear
weapons test explosions."
The comminque further an
nounced that the conference
discussed "the consideration."
Treaties Meshed
This was taken to imply
that East and West experts
have meshed their treaty
drafts into one provisional
draft treaty text.
The text of the first article
agreed on was not disclosed
but was understood to set
forth a pledge to discontinue
nuclear test explosions after
the entire treaty had been
agreed upon and signed.
Both sides welcomed this
first sign of tangible results
after protracted negotiations.
Conference sources said the
first article was the one pro
posed by the West, with only
minor amendments.
Clear Understanding
The move followed a clear
East-West understanding that
any test ban would be firmly
linked to the obligation of the
three nuclear powers to "co
operate" in the projected in
ternational control organiza
tion which will police the
agreement against possible
violations.
Such a firm and definitive
provision will be incorporat
ed in the treaty as a special
treaty article and it already
is under discussion.
The nuclear conference will
resume tomorrow.
Meanwhile, the 10 -.nation
surprise-attack conference ap
peared to be on the verge of
"indefinite adjournment" af
ter four weeks of fruitless
negotiations.
Ml. Hood 'Faster'
Placed In Hospital
The Dalles (CPU Dudley H.
Durbin, 45, Yakima, Wash.,
who was found in the Mt.
Hood National forest with his
daughter and the body of his
wife Dec. 2, was ordered com
mitted, to the Eastern Oregon
hospital at Pendleton Friday.
Wasco county deputies
found the body of Charlotte
Elnora Durbin in a primitive
shack in the snow-bound
woods after a ranger told
them of the camp-site.
Durbin and his daughter,
Polly Jean, 15, were with the
frozen body. Both have been
under treatment for malnutri
tion. Durbin told officers he
and his family had gone on a
religious fast in the forest.
Democrats Give
Confidence Vote
Washington-tOPD-The Demo-
c r a t i c National committee
gave chairman Paul M. Butler
a ringing vote of confidence
yesterday with an explicit en
dorsement of his no-compro
mise stand on civil rights.
The action came after the
committee refused by a 91 to
15 vote to unseat Camille
Gravel as Louisiana national
committeeman in a dispute
which also carried overtones
of the party split over the
racial issue.
Approving
A resolution approving But
ler's regime as chairman was
adopted, 84 to 18, with all
the dissenting votes cast by
southerners.
It contained a three-line sec
tion applauding Butler's
"forthright utterances on civil
rights and the determination
by the Democratic party that
the provisions of the Consti
tution of the United States as
interpreted by the Supreme
Court shall be enforced and
made effective."

Gravel asked the commit
tee to delete the section, but
was voted down, 79 to 27.

Teen-Agers Urge Safe Driving Laws

and Umatilla counties came
up with recommendations to

of eight western district coun
cils of the International Wood
workers of America (AFL
CIO) was approved Friday at
the close of a three day - con
ference here.
The councils include some
36,000 men.
One dissenting vote was
cast among the 179 delegates
in approving a proposed con
stitution which will impose a
$1 per month per capita tax to
finance organization and ad
ministration of the regional
authority. A 25-c enti per
month tax to finance a strike
fund was also approved.
The proposed constitution
will go before the internation
al executive board of the
IWA and then to union mem
bers for ratification.
