Turkey Embargo
Protested Again

Salem Paul T. Rowell,
market development chief for
the state department of agri
culture, has asked the U.S.
D.A.'s Foreign Agricultural
Service to continue its efforts
for the earliest possible re
moval of Canada's embargo
on imports of U.S. turkeys.
The Canadian Department
of Agriculture recently
amended its 100 per cent em
bargo on imports of U.S. tur
keys to permit a turkey im-
port quota limited to 300,000
pounds of lightweight tur
keys for the balance of 1958.
Rowell said this change in
dicates no practical relief to
Oregon turkey growers.
Around 15 per cent of Ore
gon's turkey production in
recent years has normally
gone to Canada mostly in
the heavier breeds.
Had Import Duty
Before the 100 per cent em
bargo went into effect in
July, 1957, Canada had a five
cents per pound import duty
on turkeys from this country.
Rowell said Canada's action ,
in changing this to a 100 per
cent embargo on imports to
taling only 10 per cent of
their production of turkeys
contrasts with U.S. action
when . American producers
have been seriously affected
by imports from Canada or
an agricultural commodity
produced in both countries.
He cited fine fescue , grass
seed - most of the U.S. pro
duction of this crop is in Ore
gon. Several years ago Can
ada increased its production
greatly and exports to this
country increased seven or
eight times.
These heavy Imports added
to our own production affect
ed U.S. growers' prices disas
trously, dropping them from
47 cents per pound in 1952 to
19 cents in 1955.
During this three-year per
iod the U.S. import duty on
fine fescue seeds was only
one cent per pound, yet
when U.S. producers in 1955
requested a return to the for
mer two cents per pound im
port duty this was not grant
ed, and the tariff commission
told our producers that they,
as well as Canadian produc
ers, were contributing to the
surplus situation.
Rowell said he felt there
should be some reasonable
parity in the degree of pro
tection afforded agricultural
producers in both countries
against ruinous import com
petition from the other.
Price Picture
Fairly Stable
On Farm Goods
Corvallis Prices received
by farmers in Oregon dropped
less than 1 per cent during
the month ending Oct. 15, in
contrast t o national farm
prices which were down 2
per cent, according to Mrs.
Elvera Horrell, extension ag
ricultural economist at Ore
gon State College.
' Lower prices on citrus
fruits led the national down
ward trend in farm prices.
Mrs. Horrell said, after ex
amining reports from the U.S.
department o f agriculture.
However, hogs, cotton, eggs,
and corn also dropped enough
to more than offset higher
price tags on milk, wheat, and-
some fresh vegetable crops.
In spite of the declines, Ore
gon farm prices are still 3
per cent and national farm
prices' 5 per cent above those
o. a year ago.
Retal Prices Climb
Meanwhile, prices of things
farmers buy continued to
climb to a new record high.
Family living items moved up
as higher prices on clothing,
household supplies, and home
furnishings more than offset
lower prices on food and
building materials. Wage rates
paid farm workers moved to
a new, all-time high. Prices
paid by farmers for produc
tion items, on the other hand,
moved down as lower feed
prices were only partially off
set by higher feeder and re
placement livestock.
