Deaf Mutes Face
Execution in Ohio

brothers will die in the elec
tric chair Friday, unless they
get a reprieve, in what is be
lieved would be the first exe
cution of deaf mutes in Ohio
history.
Bert, 17, and Joseph Buza,
21, convicted of first degree
murder in the stabbing of an
elderly gas station owner,
waited in death row while
their family and counsel
sought a clemency decision
from Gov. C. William O'Neill.
The two have occupied side-by-side
cells in Ohio Peniten
tiary for. one year. They were
convicted by a Belmont
county jury Nov. 15, 1957
and began their sentence one
day later.

Under this law, a city can
pay off such bonds by the
revenue from the new facili
ties plus the special assess
ments. But such "revenue" bonds.
City Attorney E. Roy Bashaw
told the council last night,
would not be salable. Only
general obligation bonds, he
said, would find ready pur
chasers. Hence the need for
a city-wide election, since the
voters must approve incurring
this responsibility obligation.
Danger of Assessment -
Bashaw pointed out that the
danger of "Mr. Taxpayer"
having to pay any assessment
himself as a result of this obli
gation was slight.
He said he could see only
three instances where this
might occur. All three con
cern the special assessment
district: a mistake in appor
tioning the assessments; prop
erty values not sufficient; or
delays in foreclosing on delin
quent properties.
In case of delayed fore
closures at least, it is under
stood, money could be bor
rowed from the city's general
fund, and subsequently repaid.
