I suppose you've heard
(maybe a thousand times) the
well worn crack to the effect
that "everybody TALKS
about the weather, but no
body DOES anything about
it."
It is generally accredited to
Mark Twain, but the modern
consensus seems to be that
Samuel Langhorne Clemens
(Mark Twain was just his pen
name) didn't say it. Unfortun
ately Bartlett, who is the ac
cepted authority on who said
what, leaves it out of his Fa
miliar Quotations, which is
the book we all turn to to set
tle bets.
Anyway, what I started out
to say in this piece is that aft
er all these centuries there is
increasing talk in these mod
ern days of DOING SOME
THING about the weather.
ONE proposal for changing
the earth's heat balance,
thus altering its weather, is
to blacken the Arctic ice pack
with a thin film of carbon.
Carbon, you know, is black.
As everybody is aware, black
absorbs heat. White tends to
reflect heat. If you want to
test it out for yourself, put on
a black shirt some summer
day when the thermometer is
registering high up in the 90's
and stand out in the sun.
you'll be practically fried to a
crisp in a few minutes.
If you'll then take off the
black shirt and put on a white
one you'll feel the difference
quite shortly. Your tempera
ture will drop. The theory is
that if the snowy Arctic
wastes were covered with a
coating of carbon black, it
would MELT THE SNOW.
Not only that. It would MELT
THE GLACIERS assuming
that the treatment was con
tinued long enough.
Melting the Arctic ice
would change the earth's cli
mate. It's just that simple.
ITS simplicity is explained by
Dr. Harry Wexler, who is
director of meteorological re
search of the U. S. weather
bureau. He is also the chief
scientist of the U. S. Antarctic
research program.
In an article published re
cently in Science (a journal
devoted to scientific subjects)
Wexler says it would take
about ONE AND A HALF
BILLION TONS of carbon.
The carbon, he adds, could be
laid down on the Arctic ice by
low-flying airplanes. He esti
mates it could be done in
about one and a half million
flights by Air Force Globe
masters lugging ten tons of
carbon each per flight. .
After that, it would be up
to the sun.
I THINK maybe we'd better
stop there.
We're getting into big fig
ures.
BUT
In conclusion
Consider this:
FOR THE FIRST TIME
SINCE THE WORLD BEGAN,
IT IS WITHIN THE POWER
OF MAN TO ACCOMPLISH
THIS FANTASTIC TASK
THAT WOULD ALTER THE
CLIMATE OF THE EARH.
That is a sobering thought.

perts warn earnestly those
who would adjust their port
folios for, tax
purposes to re
member well
two periods of
time thirty
days, and six
months.
These are
not - sentences
for failure to
do something.

portance in rebuying exactly
the same stocks sold for tax
purposes. If you rebuy the
same stocks within 30 days,
you get no tax benefit from
the sale made in the first
place.
The six-month period is the
line of demarcation between a
short-term and a long-term
capital gain or loss. A long
term capital gain or loss is a
gain Br loss taken on stocks
held for more than six
months. A short-term one is on
stocks held for six months or
less.
Even though the experts do
not expect too much tax sell
ing this year, it doesn't mean
there won't be any. Many will
want to take profits or losses
for tax purposes. If they want
xo buy back the same stocks
they had better begin to think
about their trading to accom
plish that before the end of
the year.
The Losses
While the averages have
shown consistent gains, many
issues have not risen with
them. Hence many stock buy
ers have losses they'll want to
take for tax purposes this
year.
The bears have piled up
losses. If they cover their po
sitions their realized losses
will be big ones. They can
take them and offset profits
on the bull side, if any. Often
stock traders take bear and
bull positions simultaneously
so this could be a correct con
clusion. Losses, either long or short
term, can be used to offset
profits. If the result is a long
term profit, the stock trader
can do one of two things: pay
a flat capital gains tax of 25
per cent or report half the
profit, and pay taxes the regu
lar way. '
The 25 per cent limit on the
tax becomes meaningful to
individuals with more than
$16,000 income-$32,000 if hus
band and wife filed a joint re
turn. - '
If the net result of offset
ting losses and 'gains comes
out a loss, the loss can be de
ducted within certain limits.
In event the loss is more than
$5,000, that is the limit that
can be taken and it must be
spread over five years at a
thousand a year if there are
no capital gains to offset it in
the interim.
Suppose you want to take a
gain or loss for tax purposes
and still want to hold the
same stocks you have now.
The firm of Francis I. Du

Broadway Producer Jed Har
ris, 59, charged with cruelty
in a divorce complaint filed in
Superior Court Tuesday by
his wife, Beatrice, 30. Mrs.
Harris, who estimated her hus
band's earnings at more than
$100,000 a year, asked for rea
sonable alimony. The couple
was married April 1, 1957.

Federal Crackdown
On Top Racketeers
Picking Up Steam
Washington -(UPD- The Fed
eral government's crackdown
on the nation's "top 100" rac
keteers is picking up steam.
Last April 10, the Justice
Department announced i t s
special drive against the king
pin hoods. Carefully, it re
fused to name the sinister
"100" or state specifically
how It was moving against
them.
"How is the program pro
gressing?" United Press In
ternational asked the man in
charge, Assistant Attorney
General Malcolm Anderson,
head of the department's
criminal division.
"We're working hard," An
derson replied. "We have a
lot of work yet to do."
Hush-Hush Manner
Beyond that Anderson
would say little, since the
long - range drive is being
conducted in a hush-hush man
ner. The department not only
has not identified the top 100
hoodlums, but the public may
never know the names of all
who made the list. Nor will
the government say whether
charges have been brought
against any of them since the
drive was announced.
The department has a two
fold purpose in keeping the
names secret to a void, tip
ping its hand in investigations
and to prevent any allegations
at trials that publicity pre
judiced the defendants.
Anderson said only that the
names ; on the list "may" be
disclosed sometime . ' after
the racketeers have been
tried.
Actually, the names on the
list may change from time
to time. Whenever one racke
teer is dropped because of
conviction, deportation, death
or other reasons another
will be added.
All federal law enforcement
agencies are cooperating in
the campaign, directed against
organized crime an its so-called
"overlords."
Anderson called illegal gam
bling, narcotics and extortion
the chief areas in which or
ganized crime operates. He
said racketeers "have a lot
of investments in legitamate
enterprises, which they run
in an illegal way" as a cover
up. One of the tasks of feder
al agents is to comb business
records on file with the gov
ernment to see if racketeers'
names pop up.
Long Sustained Effort
The drive was planned as a
long, sustained effort, not to
produce quick results. The
Justice Department, the FBI,
and the Treasury Depart
ment's Internal Revenue Ser
vice, Narcotics Bureau and
Secret Service pool informa
tion on the results of their
investigative efforts.
The Justice Department has
named a special group of
lawyers and former prosecu
tors to analyze and coordinate
the information. They have
just finished setting up branch
offices in New York, Miami,
Chicago and Los Angeles. .
Anderson said the adminis
trative organization of the
drive is now ready and we
are "working directly at fight
ing organized crime."
On that score, he said, "We
will let our actions speak for
