    President Discusses Spending budget
Leaves on First Leg of Western Trip

promised after this week's
election to whack federal
pending whet-e possible, spent
an hour with budget and vet
erans officials.

deal with veterans benefits in
the federal budget he will
send to the new Congress in
January. Also sitting in was
Robert E. Merriman, deputy
assistant to the president for
Inter-department affairs.
The White House described
the meeting as the first of a
series of such sessions on the
budget. There was a no com
ment on its results.
Veterans benefits are one of
the big spending items, in the
federal budget slightly more
than $5 billion this year. They
also are one of the "sacred
cows" of the budget an item
that politicians of both parties
tremble to pare.
Required By Law
Most of the present outlay
is required by various laws
stipulating benefits to be paid
to veterans and their depend
ents under various conditions.
The only way the President
could seek a major cut in the
total would be to recommend
changes in the laws.
Some congressional observ
ers believe that there is more
likelihood of Congress in
creasing veterans benefits
next year than decreasing
them. Major veterans organ
izations plan to stage an all
out campaign for pensions for
veterans of the First World
War.
Seaside Man Killed
In Truck-Auto Crash
Seaside -(UPD- Elmer A.' An
derson, 61, a Seaside motel
operator and custodian of
Ecola state park, was fatally
injured on Highway 101 south
of here Thursday when his
car collided with a truck.
The truck driver, Lee Roy
Vernon of Portland, was not
injured. The accident occurred
on a curve.
India will have a state
owned oil refinery in Assam.
Five Drillers Believed Dead

Guard said early today it re
covered the splintered wreck
age of a small wooden shack
that had quartered five men
who vanished with their off
shore gas drilling rig on wind
swept Lake Erie Wednesday
night.

Crosby was indicted by a
federal grand jury Tuesday
on a charge of testifying false

having met in November,
1954, with James B. Elkins,

idan, then an enforcement of

The case was to go before
the court today. But Crosby's

Duff told Medford's city coun
cil last night that the Public
Utilities commission has con
ducted a new traffic survey
on the Clark st. railroad cros
ing. He said "a few days"
would be required for the
PUC to evaluate the results.
The city planning commis
sion has recommended the
crossing remain open.
Another matter, . that of
granting a one-year variance
for erection of an illuminated
sign advertising the Mont
Crest subdivision on Murphy
rd., was referred to a joint
meeting with the planning
commission.
Objects io Variance
Donald Hansen, Ward II
councilman, objected to the
variance. He based his objec
tion on section 16 (b) of the
city's zoning ordinance,
which states, he said, that
such variances can be granted
only if their denial would re
sult in practical confiscation
of the property.
Hansen's motion, unani
mously approved, that the
issue go before a joint meet
ing is in line with a policy
establshed by Mayor Snider
last summer. Under this
policy, when the council dis
agrees ' with a recommenda
tion from the planners a joint
meeting is in order rather
than a council vote In con
tradiction

The mock attack. Exercise
Rocky Shoals, is the largest
Army-Navy amphibious oper
ation since 1950.
The exercise is scheduled
to continue - until Monday,
when the troops will re-embark.
A deer was the first major
casualty of the operation. The
two-point buck became ex
cited during the troop landt
ing Wednesday night and
leaped into the surf.
Navy frogmen fished the
animal out and took it ashore,
but it dropped dead of excite
ment on the beach.
Quake Rocks
Northern Japan
Sapporo, Japan - (UPD - A
"very strong" ocean -bottom
earthquake rocked northern
Japan early today, causing
considerable panic and some
damage but no reported cas
ualties. The, quake was clocked at
force 8 on the Richter. scale,
meaning it was. nearly as pow
erful as the one that wrecked
San Francisco in 1906. How
ever, it was centered under
the Pacific about 150 miles
from land, so that its force
was considerably dissipated
by the time it hit Japan.
In the other direction the
wave caused waters to rise
about a foot in the Hawaiian
Islands, but no damage was
reported.

Public Hearing St
The council called for a
public hearing Nov. 20 on
whether a sign by Ed Ander
son's Super Thrift market,
711 South Central ave., is
dangerous to the" public. Duff
reported the sign was. dam
aged by an automobile and
that the city has been unable
to track down the responsible
parties to have it repaired or
removed.
If the sign is found dan
gerous, Duff explained after
ward, and ownership is not
as yet determined, the city
can proceed to repair or re
move it and assess. the owner
later. .

area on Dakota st
It approved a resolution
designating the First National
Bank of Oregon, the United
States National bank and the
Rogue Valley State bank as
depositories for Medford city
funds.
Approve Corrections
It approved . corrections of
acreage computation and
property description in con
nection with assessments for
the Southeast: Medford trunk
sewer.
- It approved .. five-year
lease with five-year option to
renew for 'John F. White to
construct and rent three air
plane hangars at Medford air
port. The council also approved
sale of $114,116.31 in im
provement district bonds, to
cover 15 sewer,' paving and
water projects.
Condemnation Proceedings
It authorized the city to
begin condemnation proceed
ings for acquisition " of prop
erty belonging to John H.
and Virginia Lusk and prop
erty belonging to Jay Gore
and others. The Lusk prop
erty is necessary, for the ex
tension of 10th st. from River
side ave. across Bear creek
and the property belonging
to Gore and others is in - the
proposed clear zone ' at the
airport. " - -
The council also approved
assessment ordinances , for
paving of : Kennet st. , ($7.78
per front foot plus individual
driveways) and paving of
Beatty st. ($7.33 per front
foot). .
It awarded contracts to W.
H. Conrad? company for two
storm sewer projects, one on
Columbus ave. from Dakota
ave. to Mt. Pitt ave. and the
other on Riverside ave. north
of Edwards st.
The council declined to take
action on the request by Mrs.
F. H. Dressier, 1107 East Main
st., that she be relieved of a
portion of her paving assess
ment for property on East
11th st
Duff submitted a report on
public works department pro
jects currently' on the draw
ing board or under construc
tion. The report, he said, was
intended primarily to show
the volume of work being un
dertaken. ;
Progress Report
At the next meeting, Duff
said, he would submit a pro
gress report on the Grand-
view-Kenwood and ' Laurel
hurst sanitary .sewer.
The council approved May

Edward Ford, 904 West 10th
St., to the board of plumbing
examiners.. Ford is a journey
man. -
Mayor. Snider reported the
city has received : a letter
signed by five electrical ap
pliance dealers in Medford
complaining of a provision in
the city's new electrical code.

communities. Furthermore,
the letter pointed out, appli
ances brought into Medford
by new members of the com
munity are not required to be
