Portland Warned
By Air Pollution

Portland-IUPD- Reports from
an air pollution survey com
pleted here Wednesday warn
ed that Portland was in dan
ger of becoming as grimy as
St. Louis and Pittsburgh be
fore their alarmed citizens in
stituted air pollution con
trols. Frank A. Bell, Jr., regional
air pollution representative
for the U. S. Public Health
Service at San Francisco, said
results of the Portland study
would be submitted to the
next meeting of the state air
pollution authority.
Bell said, however, that
Portland's problem becomes
acute "only about 20 or 30
times a year during severe
temperature inversions" that
hold air pollutants in a smog
blanket over the city.
The report disclosed that
in some instances Portland
smog is worse than that in
Los Angeles. It said Port
land's has' less eye irritants
but more dirt. Bell compared
the moist air and poor com
bustion in Portland's air situ
ation to that in London where
foggy inverison periods some
times cause deaths. . '
He estimated that about 26
tons of dirt per square mile
are dumped on the downtown
Portland area every month.
Each of the 250,000 automo
biles in Portland contributes
about four-tenths of a pound
of dirt to the air each day,
he said.
He warned that continued
population and industrial
growth without accompanying
pollution controls .could raise
the dirt volume in air over
Portland to dangerous levels.
Portland Area Mail
Deliveries Speeded
Portland (UPD - A speed
ed up mail delivery service
for Portland and 12 nearby
counties was announced Wed
nesday by S. G. Schwartz,
regional operations director
of the Portland post office.'
He said first class mail
posted before normal closing
time woyld be delivered in
the first delivery of the fol
lowing day, barring distribu
tion errors.
The new program affects,
besides Portland, Wahkia
kum, Cowlitz and Clark coun
ties in Washington; Clatsop,
Columbia, Multnomah, Hodd,
River, Tillamook, Washing
ton, Yamhill, Polk, Marion,
and Clackamas counties in
Oregon. The area includes
159 post offices and is' the
sixth in the nation to in
augurate the new fast mail
service.
Schwartz said the improve
ment was based cheifly on
better coordinated mail ex
change between Portland and
other cities in the 13-county
area. It becomes effective
