Nixon, Kefauver Ready to Keep Foreign Policy in '58 Campaign

dent in 1956 made it clear
today that they are ready to
keep foreign policy in the
1958 campaign debate even
though President Eisenhower
deplores the whole idea.
This was the position taken
by both Vice President Rich
ard M. Nixon and Sen. Estes
Kefauver, 1956 Democratic
vice presidential nominee,
with reference to campaign
debate on Far Eastern policy.
Kefauver told a reporter
that the country must unite
behind the President when
ever an irrevocable decision
is made. But meanwhile, he
said, it is "fair to discuss and
debate foreign policy."
Nixon told a San Francis
co news conference Wednes
day that he intends to con
tinue answering Democratic
attacks on administration pol
icies although it was proper
for the President of the Unit
ed States to refrain from do
ing so. '
"One of the troubles of the
.Republican party in the past
two years is that it has allow
ed people to criticize and has
not stood up and answered
effectively," Nixon said. "I
. expect our opponents to at
tack our policies, but when
I answer I don't expect to
have people say that the at
tack is justified but the an
swer is unfair."
These viewpoints were ex
pressed after Eisenhower and
Secretary cf State John Fos
ter Dulles had suggested at
news conferences this week
that foreign policy be kept
out of partisan debate fn the
campaign.
Dulles at first appeared to
be criticizing Nixon. But he
issued a statement Wednes
day blaming a week end state
ment from the Democratic
Advisory Council for stirring
up the debate. He also explic
itly defended Nixon's right
to answer that statement as
the vice president did Mon
day. "
Eisenhower told his news
conference Wednesday that
he thought foreign policy
should be kept out of parti
san debate and that he would
not answer charges against
him. He said he recognized
that statements beget replies
but that he tieplored the fact.
"So I believe in the long
term America's best interest
irt the world will be best serv
ed if we do not indulge in
this kind of thing," he added.
Charges 'Vacillation'
Kefauver, a member of the
Democratic Advisory council,
said both Eisenhower and
Dulles had "vacillated" in
their attitude toward the dis
puted Quemoy and Matsu is
lands off the Chinese main
land. While they were acting
in that fashion, he said, the
status of the islands was "a
legitimate subject to discuss."
" Just back from a campaign
tour in California, Kefauver
said he had been expressing
hope that the Quemoy and
Matsu dispute could be set
tled by negotiations and that,
if these failed, the problem
would be submitted to the
United Nations.
The Tennessee Democrat
also said he thought the Far
Eastern crisis and ' "general
foreign policy problems" had
added to Democratic party
strength in the. 1958 cam
paign. . ;;
However, he expressed the
belief that .economic issues
were, the most important
from the viewpoint of the vo
ters. - -

space units," the letter said.

the commission will be ap

made a statement admitting
he beat his pregnant, girl
friend to death in Mississippi
Police said French could
give no reason for the killing.
French was taken to the
county jail at Towson, Md.,
and locked tip on a federal
charge of unlawful flight to
avoid arrest. He was arrested
Wednesday night near his
mother's home in suburban
Edgemere.
French is accused of beat
ing to death Miss Mary Lou
Jungbauer, 22, St. Paul,
Minn., in Jackson, Miss. Miss
Jungbauer's body was found
Tuesday near a construction
project. Police said she had
been living with French.
Farmer Dies After
Tractor Overturns
Heppner -(UPD- A farmer
who tried to plow a ring
around a dry grass fire on
his farm four miles east of
here Wednesday apparently
burned to death when he was
pinned by his overturned trac
tor. Dead is Edward Craber,
about 70.
The Morrow county sher
iffs office said Craber at
tempted to plow a ring
around the fire that broke
out near his house. The trac
tor overturned and pinned
him.' Police were uncertain
whether he was dead before
the fire reached him.
