'Skysweepers' May Clear Out Radiation

be able to clear away the
band of deadly radiation that
now threatens to bar man
from outer space.

sweeper idea is a corollary of
a theory he has developed
which requires further confir
mation before it can be ac

cialist's report was the scien
tific highlight of a day during
which congress delegates spec
ulated about the nature of a
secret "top priority" program
mentioned Monday by the
Russians. Western scientists
believe the project involves
shooting a man into space.
Russia Injects Politics
The Soviet spokesman who
mentioned the secret program
would give no details, but an
American scientist had re;
ported earlier that Soviet
Sputnik expert Peter Kapitza
is working on a plan to get a
man into space and bring
him back alive.
American officials were
seething over Russia's effort,
to inject politics into the delib
erations of the IAC by trying
to bar Nationalist China from
membership.
"The congress provides Rus
sia with the cheapest propa
ganda platform in the world,"
one angry American said "By
claiming to have only 20
members (in its Space Soci
ety), Russia pays minimum
dues of $15 a year and gets
millions of dollars worth of
publicity.
"By contrast, the American
Rocket Sotiety pays more
than $1,000 a year." '
Labor, Industries
Building Approved
Salem-UPD-The State Board
of Control has approved
preliminary plans for a new
labor and industries building
in the Capitol Mall after see
Portland architects Skidmore,
Owings and Merrill.
The new building will be
financed through use of pen
sion funds of the State Indus
trial Accident Commission.
State Finance Director John
Richardson said, the Commis
sion would invest $3,800,000
in the project to be paid off in
32 years.
The board will ask the at
torney general for an opinion
to, make sure title to the build
ing will revert to the state at
the end of that period.

Rockefeller To Be
Foes in New York

feller and Averell Harriman
were their parties' unanimous
choice today to battle it out
for the governorship of New
York.
Republicans convened at
Rochester Monday and nomin
ated -the 50-year-old Rocke
feller to run against Demo
cratic incumbent Harriman,
66, who was nominated by ac
clamation at the Democratic
state convention at Buffalo.
To Pick Senate Foes
Before both parties end
their conventions tonight,
they will choose candidates
for the United States Senate.
The field of six announced
candidates for the Democratic
nomination was rumored to
be narrowed down to New
York City's crime - busting
district attorney, Frank S
Hogan.
But there were persistent
attempts to "draft" New York
Mayor Robert F. Wagner de
spite his repeated statements
he was not a candidate.
Besides Hogan, Democratic
hopefuls for the nomination

Migrating Geese
Seen Over Portland

geese migrating from the
north. Geese usually do not
