Neighbor to North Set Up Again
As Example of Good Operations
By ELMER C. WALZEH
UPI Financial Editor
New York (TPD For the
second time in less than a
month our neighbor to the
north has been set up as a
model for U.S. financial oper
ations. Clifford B. Reeves, vice
president of Mutual of New
York, notes that no other
English-speaking nation taxes
mutual life insurance compan
ies the way the United States
does and adds that Canada ex
empts mutual life insurance
companies entirely from the
corporate income tax.
Not long ago. First National
Bank of New York, lauded
Canada's refunding of its debt
and urged the U.S. follow its
example.
Mutual life Insurance com
panies hold that taxing them
is a levy against savings and
that it is unfair to apply the
corporate income tax of 52
per cent on earnings being
saved solely for millions of
policyholders.

in the U.S. is a giant. Some
110 mililon people have in
surance of $482,437,000,000.
Of this number, 70 million
are carrying 5361,328,000,000
of insurance with mutual com
panies. Many of these 70 million,
Reeves points out, do not even
have a small bank account
and are saving only a little
money in the form of life in
surance to protect their fami
lies. This number of voters and
potential voters of the future
far outnumber the customers
of the Great Atlantic and Pa
cific Tea company whose loud
outcries made the Justice De
partment drop an alleged case
against that chain some time
ago.
The policyholders are not
as vocal as the housewives in
the A&P case because they
do not realize that taxes are
raising the cost of their insur
ance,, according to the insur
ance men.
New Law Pushed
But the mutual companies
have formed a temporary
committee on taxation to
plead their cause not only
with their policyholders but
also with Congress,
But mutuals complain that
taxation up to now has been
mainly hit or miss with rising
rates each year until life in
surance is taxed almost three
times as heavily as other
forms of saving.
With little prospect of being
exempted from taxes by the
federal government, the mu
tuals are getting behind a bill
introduced in Congress by
Rep. John W. McCormack CD-Mass.).
If passed it would be the
first federal life insurance tax
law applying only to mutual
companies. The companies
say it meets the specifications
of the Treasury and that it
would at least give them a
definite idea of how they will
be taxed in the future.

Margaret Observes
Her 28fh Birthday
Balmoral, Scotland (UPD
Princess Margaret celebrated
her 28th birthday anniver
sary today still single, thus
confounding the sooth-sayers
who predicted an early mar
riage almost from the mo
ment of her birth.
There is still one prophecy
to go. A British Almanac fore
cast when she was one year
old stated she would have a
somewhat turbulent romantic
life but finally would marry
happily in November, 1958.
With only three months
left, there doesn't appear to
be anyone in sight who might
join her at the altar in West
minster Abbey.
Royal circles firmly believe
the romance with Group Capt.
Peter Townsend is over and
that there is no possibility of
marriage although the two re
main good friends and see
each other from time to time.
