    Pulse of Public in Moscow Easy
To Find; Musel Learns in Talks

Moscow CPD It's easy
to put your finger on the
pulse of the public in Mos
cow. What one man in the
streets t h i n ks, everyone
thinks.
As a result, life is much
simpler for journalistic poll
takers in the Soviet Union
than it is in the West.
For many years, every time
there has been an interna
tional crisis, I've dashed out
into Broadway, the Rue de la
Paix, Piccadilly or St. Peter's
Square to record the reaction
of the average man.
Frankly, in the West this
is a headache job. The West
erner is disputatious and opin
ionated and apt to take a con
trary view simply because
be believes in it. You always
wind up with a notebook
filled with conflicting views.
Not so in this strong and
bustling capital of Russia.
I've spoken to a number of
Russians in the past few days
about the summit conference
and international tension and
the results always have been
the same.
A Hotel Worker
The first man I talked to
was standing in front of the
squat mausoleum where
thousands come daily to see
Lenin and Stalin eternally ly
ing in state.
He said he learned his Eng
lish in the hotel where he
is employed.
As we strolled down wide
Gorki street, with women
street cleaners busy on the
sidewalks, he suddenly said,
"Tell me, why do you want
war?"
I said I didn't want war and
furthermore I didn't know
any American who did.
"But you are ringing us
with air bases." he said. "And
everybody knows air bases
can only be for aggression."
I tried to explain the Ameri
can attitude to him but he
was my first Russian man in
the street and so I can be for
given the waste of time.
Lores San Francisco
My second Moscow pulse
interrupted my dinner at the
skyscraper Hotel Ukraine,
which stocks 71 wines, cham
pagne, liquors and serves such
delicacies as hazel grouse in
sour cream, roast duck stuffed
with apples, beef stroganoff
and chicken ala kiev.
He was a Russian at the
next table who introduced
himself as a wartime mer
chant mariner who had fallen
in love with San Francisco.
"I hope you do not approve
of your country's intervention
ist policy in Lebanon," he
said. "Let us drink a toast,
'hands off the Middle East'."
I solicited a conversation
with another Russian at the
Prague Restaurant who ask
ed, "Why did your president
make such difficult conditions
for a summit meeting?" The
conversation then followed
the eventual course, ending in
agreement to disagree.
All Are Friendly
I must say that every Rus
sian I have spoken to was
friendly, curious, helpful "and
at least superficially sincere,
and he was no exception.
However, he felt I was ill

Nikita Khrushchev.
When you've talked to one
about politics, you've talked
to them all.
Father, Daughter
Saved from River
Oregon City (UPD A 14-year-old
girl and her father
were saved from drowning in
the Clackamas river near
here Saturday.
Georgia Jane Phillips was
picnicking with her family at
Clackamette Park and appar
ently got too far out in the
river while wading, witnesses
said.
Her father, John J. Phil
lips, went to her rescue but
was unable to bring her to
shore after he became strick
en with cramps.

some of the special housing
requirements of "senior citi
zens": Older persons don't want
and shouldn't have to care for
as much house or "yard as a
family with growing children.
A one-story house is best,
with no more than one or two
steps at the entrances. Two
story houses Should have a
bedroom and bath on the first
floor.
Since falls are the number
one cause of accidental deaths
among persons 65 and over,
all rooms and halls should be
well-lighted, floors should not
be slippery, rugs should lie
flat. Bathtubs and showers
should have grab-bars. Good
fire protection also is essential.

Most People in
U. S. Would Die
In H-Bomb Raid
Washington (UPD A House
subcommittee released a hith
erto secret study today esti
mating that most of us near
ly 160 million persons would
be killed in an H-bomb raid
now on 150 'American cities.
This startling figure was
contained in a study of prob
able effects of a nuclear at
tack prepared by the Rand
Corporation, a research con
cern that does top-secret re
search for the Air Force.
The House military opera
tions subcommittee, in releas
ing the study, said it was
made by the Rand Corpora
tion on its own and not with
government money. "
Renews Appeal
The subcommittee, which
long has urged a 20-billion-dollar
nuclear shelter pro
gram, renewed its appeal with
release of the study. It said
failure of the administration
and Congress to adopt the
program has put the nation in
"mortal danger."

Calif.) subcommittee chair

pean gambling world.
City fathers have laid plans
for the building of Europe's
swankiest casino on the sea
front at Estoril, only 16 miles
from the center of Lisbon.
Teodoro dos Santos, who
was given the gambling con
cession in the Estoril .area,
said the new casino "will be
the most modern and luxur
ious in Europe."
The old casino was fre
quently criticized as a gloomy
institution which failed to at
tract people with money.
The new building will have
a cinema and a theater, three
dance floors one for pri
vate parties, one for the se
date and a third for the jiv
ers and . various reception
rooms as well as the gamb
ling salon.
Gambling regulations will
restrict tables largely to for
eigns. Yirtually any foreign
visitor over 21, who is not
drunk, can have a fling.
Conditions for the Portu
guese are much tougher. Na
tive gamblers must be over
25 and prove that they are
not in government employ or
holders of a job in a private
firm where they, have any re
sponsibility for cash.
Neuberger Says Big
Problem is Inflation

istic employment policies"

and talents" of older Ameri
can workers.
Neuberger also warned that
Americans face inevitable
price controls in their battle
against inflation. He called in
flation the most serious prob
lem facing the nation.
