Liebman Tells of S300 Million
Bridge Planned To Link Areas

I wish that I had had some
eoffee with me to give my
host. There is no coffee
here. Imagine a Turk without
his Turkish coffee! Soap can
be found, but of a very poor
quality. In Istanbul I gave the
hotel maid a cake of soap and
he marveled at its softness.
I am writing my notes on
paper I bought in Greece, hav
ing been warned of the paper
shortage in Turkey. All these
things offer good hints for
travelers to bring with them
as gifts.
Postcards cost more them
selves than the price of the
stamps to airmail them to the
United States. These shortages
have come about because of
the intense modernization and
industrialization schemes of
Premier Menderes schemes
that many observers feel are
being pushed too fast and
with the wrong emphasis.
Plans for Bridge
For example, the govern
ment has just announced a
$300 mllion bridge across the
Bosphorus that will link Eur
ope to Asia. This obviously is
to be no more than a grand
symbol of Turkey's progress,
since there is little need for
such a bridge, Turkey having
no more than 150 thousand
vehicles. The government is
asking approximately the
same amount as the cost of
the bridge in aid from Amer
ica, which make3 it something
of a scandal.
Stories in Istanbul have it
that a German bid on the same
bridge using a carefully en
gineered new design came in
at half the cost of that ac
cepted from U. S. Steel. The
American bid was accepted as
a gesture to the United States.
It seems curious that Men
deres invites experts from
other countries to consult
with him and yet so obstinate
ly refuses their hire advice
This has been true of dam
construction, for example. The
experts advised him to build
only the few dams the econ
omy would allow. The Pre
mier pushed ahead a program
authorizing almost four times
as many dams.
Becoming Dictator
To face facts, it would seem
that Menderes is rapidly be
coming a dictator. It is an
noying that the U.S. has to
countenance such a condition
but our NATO defenses de
mand it.
Menderes just recently ban
ned a newspaper from pub
lishing during a one-month
period for having published
an editorial, "Menderes, His
Discourtesy to Parliament."
A regulation which the Pre
mier caused to be adopted
takes the importing of paper
stock from the hands of the
individual publishers. This
lever and the fact that all
advertising is parceled out to
the newspapers from a gov
ernment office gives Menderes
life and death control over
editors. If the editor publishes
an unfavorable article or crit
icism, his newspaper receives
no advertising or newsprint
for that month.

talk recently in Ankara be
cause they were organizing a
coup. This may have been
only "bazaar talk," as rumors
are known here. Certainly
nothing could be read of this
in the newspapers because
they, of necessity, have been
silent.

sure they want to be cautions.
I have heard admiration of
Menderes' strength as a man
and of the fact that he works
strenuously. It is a hard fact
but with a great deal of truth
in it that it often takes dic
tatorial powers to accomplish
medernization of a nation
quickly. De Gaulle of France
might be asked back to gov
ern that sad country with full
powers for just such reasons.
The people of Turkey tend
to glamorize Menderes by as
sociating his name with that
of Kemal Ataturk, the found
er of the country at the end
of World War I. It is useful for
Menderes to foster this im
pression. Good is coming of it all,
however. The lot of the man
in the street is becoming bet
ter despite small irritations.
It could have been much bet
ter without the mistakes of
the present regime, however.
In the opinion of my Istanbul
friends, it will take Turkey 50
years to overcome the effects
of the present miguided in
dustrialization. Missing Boy Found;

trip Thursday and was start
led to find his 4-year-old son
fast asleep on a suitcase.
The youngster apparently

Paulson's wife had noticed
her boy was missing and had
