that as a result of the 1960
census, 14 states will lose and
nine states will gain seats in
the House of Representatives.
The size of the House re
mains constant under the Con
stitution 435 members but
shifts in the population as
recorded in the census every
10 years require the reap
portionment of the seajs allot
ted each statt.
The prospective 1960 reap
portionment will be greater
than in 1950 when nine states
losf seats and six gained.
180 Million People
The 1960 population, ac
cordirQ to current estimates,
will be about 180 million peo
ple compared with the 1950
figure of 151,132,000.
Under the projected reshuf
He f I60 the largest gain
in House ats will go to rapid
ly growing California. The
state will pick up seven new
House seats, the same gain
recorded for the state after
1950. The heaviest losers in
1960 were expected to be
' New York and Pennsylvania
with each dropping three
seats. Arkansas and Massa
chusetts were expected to
lose two seats each.
Ten states would lose a sin
gle seat according to Ihe pre
diction. They are Maine, II
linois, Minnesota, Iowa, Kan
sas, West Virginia, North
Carolina, Georgia, Alabama
and Mississippi.
Other state gaining in rep
resentation in 1960, according
to the Census Bureau, would
be Florida, three seats; Michi
gan, and Texas, two seats
each.
Oregon To Gain
Arizona, Indiana, Maryland,
Ohio and Oregon would gain
a single representative in ad
dition to one seat for Alaska
as the new 49th state.
The census will be taken
on April 1, 1960, and the Cen
sus Bureau has eight months
to determine the total . popu
lation. -The
reapportionment
suiting from the 1960 census
will first make itself felt in
the elections of the 88th Con
gress in November, 1962.

Henderson.

Henderson serves the Cheri
ton camp and three others in
its vicinity. He organizes
sports activities for the chil
dren in the daytime, shows
movies at night, conducts wor
ship services on Sunday. At
all hours he serves as coun
selor,, doctor-getter, loan ar
ranger, and unfailing friend
to any' migrant in trouble..
The Home Missions Division
of the National Council of
Churches now has 38 full-time
ministers like Henderson.
They follow the migrants
north in the summer, south in
the winter. In addition, the
Migrant Ministry has more
than 400 seasonal employees
who help to staff child care
centers and migrant schools.
At present, the Migrant
Ministry is reaching perhaps
10 per cent of the one million
or more migrant workers who
follow the crops. "There is
much more we ought to be
doing," said Mrs. Edith Low
ry, its director. "But we
haven't got the money."
Thanks in part to constant
prodding by the Migrant Min
istry and by the state and
local church councils which
support its work, the federal
government and 20 state gov
ernments now have special
committees charged with lock
ing out for migrant's welfare.
Responsible for Codes
The federal committee was
appointed by President Eisen
hower in 1954. It was respon
sible for the migrant transpor
tation code recently put into
effect. It is supporting a bill
now pending in the House
Banking Committee to author
ize long-term low-interest gov
ernment loans for construction
of decent migrant housing.
Within the past two or
three years, several states
have undertaken ambitious
programs to raise migrant liv
ing standards. Maryland for
example, is taking great pains
to see . that migrant children
are enrolled in school in Sep
tember, and that each child
is given a transfer card when
he leaves. The Virginia De
partment of Health conducted
free tuberculosis clinics in
migrant camps this summer.
Delaware has adopted a strong
housing code. Florida, New
York, Pennsylvania, Oregon,
Arizona, Minnesota, Wiscon
sin and Michigian have out
standing migrant programs.
Texas is beginning to move.
