curve has always followed population. Ac
cording to Federal sources, we'll have an
estimated 22 million more jobs in 1975
than today, production will just about
double, and the average family income will
pass $7,000 per year. Basic needs must in
crease: more homes, more schools, more
hospitals, more highways, more transporta
tion, creating more work and more new
industries not even thought of today.
Expansion, then, is certain if only to ful
fill the growing needs of a growing nation.
But it has also become a necessity for the
security of the nation. The reasons can be
summed up in one word: Russia.
Allen Dulles, director of our Central In
telligence Agency, said recently that,
though we still out-produce Russia by
Meanwhile, the recession is meaty grist
for the Red propaganda mill. Again, let
Dulles sum it up: "Every Soviet speech,
magazine article, or radio broadcast beamed
to underdeveloped nations plays up and
exaggerates our economic difficulties. Our
(recession) is giving the Communists a
propaganda target as damaging and, I trust,
as temporary as their own Sputniks."
I believe it was Dr. Wemher von Braun
who put the Red victory with Sputnik in its
proper light: "The Russian Communists
may well have done themselves an ill turn
by humbling us in the space race. Unwit
tingly, they made the sleeping American
giant awaken."
The analogy with our economic race is, I
believe, a valid one. If there is any one ele-

about 2xh to one, Russian production is
growing about twice as fast as ours. Much
of this is due, of course, to the fact that
Russia was so far behind to begin with. But
the progress made under the Red regime is
frightening nevertheless. If the growth of
the two economies continues at the rates of
the last decade, Russian output may catch
up within the next three decades.
Nikita Khrushchev is continually boast
ing that this will happen, and his boasting
should not be taken too lightly because it's
too serious a subject as serious as Russia's
military and scientific growth.
In a recent major address, and as spokes
man for our Government, Vice-President
Nixon said, "Economic competition between
the free world and the Communist world
may well decide the world conflict. We are
well ahead of the Soviet Union economical
ly today. But the only way to stay ahead
is to move ahead. We can't stand still."

ment that can guarantee us a stronger
economy than we have ever known, it is an
element which we have more or less lacked
in recent years and on which the American
system of free enterprise has always thrived
competition. If Russia's controlled econ
omy should come anywhere near matching
us, it might be the spark that sets a new
fire under the imagination of free thought.
However, I don't think it's necessary, nor
even likely. Most economists believe that
we'll emerge from this present crisis
stronger than ever without any further
stimulus than the fact that we can. And
there's no doubt in my mind that this is
exactly what will happen.
