Resolution on
Code of Ethics
Passes Senate
- Washington (UPI) Sen.
Richard L. Neuberger (D
Ore.) said Saturday a code
of ethics spelled out by Con
gress shauld be "the begin
ning and not the finish" of
Congressional action to tight
en up standards of conduct in
office.
The Oregon Democrat, auth
or of a bill to write such a
code into a law with "teeth"
in it, said the resolution pas
sed by the Senate Friday was
"fine as far as it goes."
However, Neuberger told
United Press International it
should be reinforced by actual
legislation, particularly in the
line of strengthening conflict-of-interest
laws and better
regulation of political cam
paign contributions.
Voice Vote
The Senate late Friday dust
ed off the old House-approved
resolution and passed it by
voice vote with no debate, no
advance warning and very
few members on the floor.
The proposal, originally in
troduced by Rep. Charles E.
Bennett (D-Fla.), was ap
proved by the House last Aug.
28 and had been gathering
dust in the Senate Civil Serv
ice committee until the re
cent Sherman Adams-Bernard
Goldfine disclosures.
A key point in the Congres
sional resolution says a fed
eral official or employee
should:
"Never discriminate unfair
ly by the dispensing of special
favors or priviliges to any
one, whether for remunera
tion or not; and never accept,
for himself or his family, fav
ors or benefits under circum
stances which might be con
strued by reasonable persons
as influening the performance
of his governmental duties."

Experiment Contract
Extended at SOC
Ashland The department
of Health, Education and Wel
fare has extended a block
teaching experiment contract
with Southern Oregon college
for another year, according to
Dr. Elmo Stevenson, president
of the college.
. The government agency has
made a $10,290 supplement
ary grant to continue the ex
periment, stating:
"In a period of rising en
rollments, rising costs, and
faculty shortages, this re
search is of special signifi
cance, promising as it does
material aid in all three of
these key areas."
Initial Findings
The project, if further ex
periment bears out the ini
tial findings, would justify
saving the time of one instruc
tor for every 100 students. It
consists of correlating various
subjects and doubling the size
of classes.
Four New Buildings
At SOC To Be Ready
Ashland Four new build
ings at Southern Oregon col
lege are scheduled to be in
use for the first time this fall.
A science hall and a 144
man dormitory, each said to
cost, approximately $450,000,
are the two most valuable. A
commons providing meals for
both men and women and a
central heating plant are each
costing about $250,000.
Dr. Elmo Stevenson, presi
dent of the college, recently
announced the appropriation
of state funds to. construct a
social science buildng in the
next two years. It is expected
to cost $740,000.
Stevenson has predicted
that several additional men's
and women's dormitories will
be built in the next decade,
allowing the college enroll
ment to increase to between
3,500 and 5,000 students. En
rollment for the fall semester
this year was estimated at be
tween 1,000 and 1,200.

"amazing" 10 per cent better
than those with traditional in

Six subject matter areas in
the humanities and social sci

for three quarters of study.
Three credits each are given
in the world history, world lit
