Q. Adm. Rickover, you are
known as a scientist rather
than an educator. What caused
you to become concerned
about our schools?
A. In my constant search
fo competent pedple to work
ia. tha nuclear power pro
gram, I was driven to the con
clusion that something is rad
ically wrong with our edu
cational system.
Q. You mean that our col
lages and universities aren't
turning out enough qualified
acientists and engineers?
X. It's not primarily the
fault of the colleges and uni
versities. With some excep
tiesis, the specialized profes
siemal education which they
after is pretty good. But they
ara severely handicapped by
the weakness of our public
elementary and high schools.
Q. The public schools are
sending the colleges students
who aren't ready for higher
aducation?
A. Exactly. Time wasted in
public schools has to be made
u in college. Instead of con
centrating., o n . professional
studies, many students have
te devote much of their col
lege time to remedial courses
er kumanities courses to patch
up the gaps in their pre-pro-iesaional
schooling.
Q. Is this a blanket indict
ment of public schools.
A. No. We have some good
ckool systems. But we have
aaaay more poor ones.
Q. What is basically wrong
with the poor ones?
A. Our teachers colleges
book, has figured as one of
the controversial persons in
the case.
The diplomat has denied
knowing Murphy, Porter said.
But his denials should be sub
ject to a careful examination,
and a formal U. S. statement
issued "if we decide he com
mitted perjury," he said.

Murphy wrote Galindez'
name in two places in the
notebook and on the yellow
sheet of note paper. Other
and state boards of education
have been permeated by the
"experimentalist" philosophy
of education that stemmed
from the late John Dewey.
This philosophy holds thai the
main function of schools is to
help children "adjust" to life.

most pernicious influence on
school curricula.
Q. How, specifically?
A. Well, it has led to elimi
nation of many academic sub
jects on the ground that they
would not be "useful" in life,
and to substitution of trivial,
recreational and vocational
subjects alleged to be of more
practical value. It has promp
ted a futile attempt to make
learning "fun" and to dis
pense with studies that can
be absorbed only by plain
hard work.
The student thus received
neither intellectual training
nor the factual knowledge
which will help him to under
stand the world he lives in.
He is instead handed a bag of
Humane Killing
Bill Approved
Washington (CQ) The
Senate agriculture and for
estry committee last week
voted to approve a "watered
down" version of the humane
slaughter bill.
By a 10 to 5 vote, the com
mittee approved a bill which
would authorize the secretary
of agriculture to draft legis
lation setting forth what con
stitutes humane slaughtering
of animals. The bill makes no
provision for enforcement of
any standards of slaughtering.
In doing so, the committee
by-passed another bill, already
approved by the house, which
would have required meat
packers selling to the gov
ernment to use humane
methods of slaughtering meat
animals.
Committee Chairman Allen
J. Ellender (D-La.) said there
is "insufficient information"
available now on what con
stitutes humane slaughtering.
Most meat packers had op
posed the house-passed bill,
which was supported by hu
mane societies, women's
groups, and others.

Q. You don't think the pub
lic schools should be teaching
good manners and social ad
justment? A. No. I think wa should
turn back to the home what is
properly the function of the
home, and permit tha public
schools to concentrate on
what is properly their func
tion the education of young
minds.
Q. Should high schools of
fer different kinds of training
to children who are going on
to college, and those who
will go to work after getting
their high shool diplomas?
A. Yes, but this doesn't
mean that basic academic
studies ara unimportant for
the non-college group. For all
children, the educational pro
cess must be one of collecting
factual knowledge to the limit
of their absorptive capacity.
Twelve years o f public
school should provide, for the
average and below average
student, a sufficiently broad
terminal education to fit him
into a modern technological
society. For the talented stu
dent, it must provide a solid
underpinning for subsequent
professional education. Nei
ther of these two objectives
is now being achieved in the
majority of American public
school systems.

West German Embassy in
Moscow Monday in apparent
reprisal for a similar attack
on the Soviet Embassy in
Bonn last Saturday.
The attack came just a day
after the 17th anniversary of
the Nazi German Invasion of
Russia in World War II. Sev

smashed its front windows
