that two stiff drinks within
an hour were enough to make
it unsafe for a man to drive
a car.
That's a drastic reduction

They argued that it takes
eight to. 10 ounces of 100-proof
liquor consumed within an
hour to produce a blood level
of 0.15 per cent. If you figure
that one and a half ounces
of 100 proof liquor makes a
stiff drink, then six such
drinks add up to nine ounces.
If that is so, only two stiff
drinks will produce a blood
alcohol level of 0.05 per cent,
they say.
Their experiments showed
also that the first few drinks
do not bestow a"quick toler
ance" which make the next
few less effective in kicking
up the blood alcohol level.
Their people were tested over
five-hour periods and the
drinks were just as intoxicat
ing as those of the first.
Ten Persons Tested
They experimented with 10
men and a set of standard
car controls (steering wheel
and accelerator and brake
pedals) which controlled a
miniature automobile suspen
ded over a moving belt which
represented the road. The
men at the wheel could move
the car to left or right or
"speed" it or "stop" it by con
trolling the belt with accel
erator or brake..

D. Holmes Sunday announced
the appointment of Kenneth
J. O'Connell. law nrofessoor
at University of Oregon, to
the State Supreme Court .to
fill the vacancy created by
the retirement of Justice
James T. Brand, 71.
O'Connell, 48, will take the
post July 1, the date of Justice
Brand's retirement from the
court. Brand has accepted a
position as a professor of law
at Stetson University College
of Law at St. Petersburg, Fla.
Bar Plaque Winner -
A native of Bayfield. Wis..
and a Democrat, O'Connell
joined the law faculty at the
university in 1935. In 1953
he won the Oregon Bar Asso
ciation plaque for "outstand
ing contribution" to the leeal
profession.
O'Connell left the law
school in 1944 to enter pri
vate practice in Eugene and
returned to the law. school
staff as a full professor in
1947.
He is recognized as a lead
ing authority on property law.
He must seek election to
the post in November if he
wishes to remain on the court.
He can conduct a write-in
campaign or his name can
get on the ballot if he gets
petitions bearing signatures
of 22,078 registered voters.

Building Industry
Declared To Be Out
Of Recession Slump
Washington (UPI) The
government says the home
building industry has pulled
out of its recession slump. It
reports home and apartment
construction in May returned
to a boom-time rate of more
than a million a year.
The Labor Department said
work started oh 105,000 non
farm homes and. apartments
last month an 11 per cent
increase over April and
slightly more than usual for
May. -
Weakest in South
Allowing for seasonal fac
tors, the annual rate of hous
ing starts reached 1,010,000.
The rate for most of the past
five years was over a million,
but it dropped during the re
cession beginning last sum
mer. The department said a pre
liminary survey showed
home-building rose every
where in the nation, but was
weakest in the South.
A less optimistic note was
sounded fey the Federal Re
serve Board which released
statistics showing the business
downturn has been "relative
ly sharper" than it was in
the 1948-49 recession.
Profits Slump
The board said corporate
profits have slumped 25 per
cent since the beginning of
the drop-off last year through
the first quarter of this year.
In spite of the skid in prof
its, prices continued to climb.
