Justice George Rossman, a
long-time veteran on the high
court, outdistanced Jason Lee,
his younger opponent. Nearly
complete returns gave Ross
man 262,064 to 202,091 for the
Salem attorney.
Justice Gordon Sloan of As
toria, an appointee of Gov.
Robert Holmes who had the
backing of the Oregon State
Bar. Dolled a majority of
votes in the three-way race
for the other position.
With most precincts report
ing, Sloan had 245,221 to 143,
796 for State Senate President
Boyd Overhulse of Madras
and 64,127 for Samuel Bowe,
Grants Pass attorney

ernment in favor of rule by a
council-manager.
Despite support by both of
Portland's daily newspapers
and various civic and political
rrmms. the measure was re-
iected by substantial margin
Backing the proposal to
abandon . the commissioner
system of - city government
and substitute a city manager
with a part-time council were
the League of women voters
the Young Democrats, Young
Republicans. Junior Chamber
of Commerce and a local com
mittee for effective city gov
ernment. Only organized resistance
to the proposal came from
labor groups.

The measure on the ballot
would , have created a mass
transit authority and envi
sioned a tax levy to 'support

that the transit system should
be supported by users rather'
than by all taxpayers.

Bowes said he was sorry to
see the measure fail and pre
dicted it was "inevitable" that
the proposition would be oxm
the ballot again.

In Senate Race Big Upset
Portland (IP) One of the
biggest upsets of races for
nomination to the Oregon
State Senate was the victory
of Salem Mayor Robert White
and State Rep. Eddie Ahrens,
Turner, over incumbent Sid
Schlesinger on the Republcian
ticket. s
With returns complete,
White had 11,454 votes;
Ahrens, 10,990; and Schlesing
er, 10,093.
In Linn county, Oliver P.
Butts, Albany, beat out his
rivals Jack Draper, Albany,
and Harry R. Wiley, Lebanon,
on the Demorcatic ticket. Re
publcian Milvin Goode, Al
bany, won his party's nomina

Plan Turned Down
Portland (IB An attempt
to move Portland's Exposition-Recreation
center from
its present construction site
was defeated in voting in the
primary election.
A movement headed by
used car, dealer Joe Dobbins
had succeeded in getting "the
site change issue on the ballot
but it was snowed under by
voters .who were informed
that more than two million
dollars had already been spent
on the present Broadway
bridge site.
Construction of the center
was expected to move ahead
at full speed following the ex
pression of voter opinion on
the site. A contract was ready
to be let on rough grading at
the tract that has already been
cleared of homes, churches
and business structures.

Voted In Klamath
By UNITED PRESS
While Portlanders appar
ently were turning down a
city manager form of govern
ment Friday one other city
approved it and a third threw
it out after six years.
Klamath Falls voters passed
2818 to 1747 a measure for
the city manager plan, while
Baker voters voted out, 1656
to 1451, the city manager
plan in effect since 1950,
Baker favored return of the
mayor-commissioner plan.
Urban Renewal

Portland (ff) An urban re
newal measure on Portland
city ballots appeared to have
been approved on the basis of
late and final returns.
The proposition would call
for a five-year $40,000 special
levy to match Federal funds
for clearance of a blighted
area south of the Civic audito
rium and construction there
of new office buildings, apart
ments, light industries and
parking places.
Urban renewal had the en
thusiastic backing of labor
groups who saw in it a chance
for thousands of new jobs.
Federal approval of the Port
land urban Tenewal plan was
announced shortly before the
primary election and it' prom
ise of more than 11 million
dollars ,in Federal funds
spurred interest in the issues.
The largest vessel which
can pass through the Suez
Canal fully loaded is one of
42,000 tons.
