a problem that causes Alle
gheny County courts one of
their biggest headaches
broken marriages.
According to attorneys
Samuel Goldstock and Harold
C. Edelston, the desertion and
non-support branch of the
courts is in for a big revamp
ing. Goldstock is a committee
head in the Allegheny County
Bar Association, and Edelston
is assistant director of the
Health and Welfare Federa
tion. The program they have
evolved is the result of study
ing other systems across the
nation, of consultations with
the best legal and family
trouble experts, and several
suggestions advanced at a lo
cal Bar Association meeting.
But mainly broken marri
ages have spurred the revamp
ing about 3,000 of them an
nually in Allegheny County
alone.
"A lot of us work with the
broken marriage every day,
but that doesn't mean we get
used to it,", said Goldstock.
'Nobody does. It's just an
awful tragedy."
If they can only prevent
the nightmare of a separated
family from arising, the ex
perts say, they will take a
tremendous load off the court
system.
"Our judges Inherited the
local system, and they can't
properly handle the work
load with the facilities they
have," asserted Goldstock.
The distraught wife and
her husband need individual
attention. Instead of this,
Goldstock said, a staff of over
worked and improperly train
ed employees gives the couple
what practically amounts to
a brushoff.

ston, "must be a competent
diagnosis of the individual
case, much like a doctor's
' diagnosis."

Youths Asked To
Register With SS
Jackson county youths
reaching 18 years old are
urged to register as soon as
possible with the selective
service system's local board
located at 33 North Riverside.
Board officials noted the
lack of registrants during re
cent months and reminded
youths to register. They said
registration does not neces
serily mean being inducted.
Failing to register within five
days of reaching 18 could re
sult in being inducted, they
warned.

Puzzled by the odd ques
tion, the clerk nevertheless
checked around until he got

The man dug into his wal
let, put down on the counter

said with a smile to the still-
puzzled clerk:
"I stole a railroad tie in

1931. It has been bothering

1. WHAT IS IT?
The Bar preferential pell it a secret ballet taken by the Oregon State Bar whenever there
are judicial positions to be filled by election in the State erf Oregon. One ballot is sent to
each attorney in the district where the election is to be held and it is returned by him in
an unsigned, sealed envelope to the secretary of the State Bar. On a designated date
these ballots are opened and counted and the results announced tor the public.
2. WHY IS THE POLL TAKEN?
The Oregon State Bar has conducted polls on judicial offices for many years in response
to a general public desire for the reason that attorneys are in a better position to know,
first, the requirements of the judicial offices, and second, the qualifications of the attor
neys seeking them.
3. WHY DO WE WANT GOOD JUDGES?
A good judge helps to provide justice quickly and with a minimum of expense. A poor
judge causes delays, errors and expensive appeals.
4. ARE ATTORNEYS SELF-SEEKING IN EXPRESSING
THEIR PREFERENCE?
Whenever an attorney appears in court, he does so on behalf of a citizen who is opposing
' another citizen also represented by an attorney. One of the citizens must lose.
The attorney's concern that we have competent and good judges in our courts is a concern
on behalf of the people of the community who may be in court at some time, and also on
behalf of the tax-payers who foot the bill. It is the people as well as the attorneys who
suffer if judges are not well qualified.
