fringe areas.
That's the conclusion of Dr.
Russell Maddox, Oregon State
college political science pro
fessor, who has made a study
of the problems and prospects
of the urban fringe in Oregon.
An interim committee was
appointe9 by the 1955 Ore
gon legislature to study prob
lems of urban fringe areas.
Within the Portland urban
area lone, the committees
found, there were 187 active,
independent units of local gov
ernment. In seven other areas
studied, 93 such governmental
units were discovered.

Serious Problems
Serious problems will prob
ably be handled in the future
as they have in the past
slowly and haltingly but at
the same time as swiftly as the
bulk of the people demand,
he said.
With the exception of school
districts, the most widely en
countered special districts pro
vided water, fire protection,
sanitation, and highway light
ing, in that order. This order
is significant, Dr. Maddox
said, because it reflects a char
acteristic of suburban areas.
That is, that needs commonly
develop and find expression in
action by residents "one at a
time."
Other districts are for zon
ing, drainage, parks and rec
reational facilities, cemeteries,
hospitals and irrigation. The
major municipal service not
provided anywhere by a spe
cial district is police protec
tion, a function not authorized
by law. Most police protection
in urban fringe areas is con
sidered totally inadequate by
city standards, Maddox em
phasized. Oregon was the fifth fastest
growing state between 1940
and 1950 with a 39.6 per cent
increase compared to 14.5 per
cent for the nation. One note
worthy feature of Oregon's
growth has been its concentra
tion in areas immediately sur
rounding cities, where growth
has been almost four times as
rapid as in the cities them
selves. Because of this, local
governments have faced se
rious problems in efforts to
provide needed services to in
habitants of the fringe areas,
Maddox said.

rain storms and hail as wea
thermen reported the storm
front waa falling back to the
north.
At least nine persons have
been killed in Texas since the
week end in accidents blamed
on wather.

Drowns in Nillpond
Eugene (IF) Three-year-old
David Norman Callen
drowned in the millpond of
the Campbell-McLean ply
wood plant here Thursday.
The boy was the son of Mr.
and Mrs. Robert Callen of
Eugene, whose residence is
near fhe plywood plant.
The boy was reported miss
ing at 3:24 p.m. Eugene police
and Lane County Sheriff's of
ficers began a wide search,
then started draggfng opera
tions in the pond. The body
was found about 15 feet from
shore about 9:30 p.m.
Lexington, Va. (in Half
the cars in a 14-vehicle motor
cade smacked together in a
chain-reaction accident Thurs
day, injuring eight students
and halting a tour of historic
spots. The accident came
when a chaperone of touring
high school students pulled
off the highway.

categories in 1957 compared
with 1956, the FBI says.
Burglary showed the big
gest increase, especially in
Portland where there were
2500 in 1957 compared to
2042 in 1956.
Oregon had 19,711 major
crimes last year compared to
18,248 the previous year.
There were increases in mur
ders, manslaughters, rob
beries, burglaries, larcenies
and auto thefts. There were
decreases in rapes and ag
gravated assaults.
There were 24 cases of mur
der and non-negligent man
slaughter in Oregon last year
compared to 16 in 1956. There
were 775 cases of robbery
compared to 369 the year be
fore. Of the 24 murder and non
negligent manslaughter cases,
20 were in Portland. Of the
375 robbery cases, 327 were
in Portland.

Bridge laid feasible

county commissioners said to
day an initial study showed a
new, bridge across the Colum
bia river between Troutdale,
Ore., arid Camas, Wash., to be
feasible.
An engineering firm made
a preliminary study and Com
missioner Jack Bam said gov
ernment bodies were satisfied
that the bridge has "real possi
bilities." It would be a toll
span probably financed with
revenue bonds.
