The senators have called on
Benson to place as many pend
ing road projects as possible
under contract by Aug. 15 to
give the state the benefit of
employment created by the
construction work.
The recently enacted high
way act provided an addition
al authorization of S5 million
for forest highways and $5
million for timber v access
roads. This increased to S3 2
million the authorization
available for each of - these
types of forest roads during
the coming fiscal year which
starts July 1.
These would be r oa d s

ered by the national forests.
They would be in addition to
roads provided for the O&C
timberlands of western Ore
gon by the Bureau of Land
Management, Interior Depart
ment. Pointing this out to Benson
in a joint letter, Morse and
Neuberger declared:
"We are cognizant of the
needs that exist in other states
for these roads and of the
value they possess, not only
to the development of our
national forests, but also as a
means of stabilizing employ
ment. Acceleration of the road
program is urgently request
ed by the Western Forest In
dustries Association and the
Industrial Forestry Associa
tion as a means of assuring
better availability of the full
allowable cut from the nation
al forests."
Last fall forest road money
to the extent of $1 million was
held in reserve by the admin
istration in its effort to hold
down federal spending for
fear of exceeding the national
debt ceiling. Funds were sub
sequently released for use.
"The Congress, with bipart
isan unanimity has shown in
ceased recognition of the need
for forest roads," the senators
said. "The president has sign
ed the highway act into law
and by that action has placed
upon your shoulders the re
sponsibility to carry out the
law fully and enthusiastic
ally." They requested that Benson
present by May 15 a plan for
using the road funds and a
report on how many can be
started by Aug. 15.
