Tax Belief for
Railroads Urged

part of an 11-point plan to
.help cure the economic ills of
-the railroads.
. Cljairman George A. Sma
thers (D-Fla.) said the program
was aimed "specifically" at
helping the financially dis
tressed rail carriers. But he
said it also would be of ben
efit to truckers, bus operators,
water carriers gnd the air
lines. Remedies proposed by the
aub-comrnittee were similar
in some respects- to those of
fered by the administration
but were broader in scope.
Swedish Inspection
Proposal Accepted
United Nations, N.Y.-
The United States was re
ported today to have accepted
a compromise Swedish amend
ment to its Arctic inspection
plan in hopes of reconciling
its position with that of the
Soviet Union.
But there stilj was no word
from the Soviet. The Russian
delegation was awaiting final
instructions following Secre
tary General Dag Hammarsk
jold's appeal in the Security
Council for Russian good faith
in approaching the American
Open Skies plan.

School Measure
Wins Approval

Education Subcommittee, in a
sudden and surprise move,
Wednesday approved P r e s i
dent Eisenhower's 1957 school
construction bill.
Democrats on the subcom
mittee engineered the move.
The bill, providing S1.500,
000,000 in federal gid for
school construction, was ap
proved by voice vote at a
closed session called in the
midst of subcommittee hear
ings on other school aid pro
posals. The administration did not
offer a school construction
bill this year. Rep. Frank
Thompson Jr. (D-N.J.), a sub
committee member, had rein
troduced the President's 1957
bill April 21.
Approval Moved
While the subcommittee
was questioning a witness this
morning, Rep. Lee Metcalf (D
Mont.), moved that it imme
diately approve Thompson's
bill.'
Chairman Cleveland M.
Bailey (D-W.Va.) called the
motion "somewhat embar
rassing" and closed the meet
ing to reporters, "witnesses
and spectators. (
Committee sources reported
the action when hearings re
sumed 25 minutes later to
hear testimony on proposals
for federal aid for teachers'
salaries and school equipment.
