Today, wonderfully hopeful
things are happening in the
field of psychiatry. Instead of
the old type of armchair the
orizer, who just kept quoting
Freud and more Freud, today
we have many able scientific
psychiatrists who are going
into laboratories; they are
finding new drugs that help
the insane to recover. They
are making it possible for
mentally disturbed people to
be cared for in hospitals in
which the doors , are not
locked.
I was just reading of sev
eral British mental hospitals
in which nearly all of the
doors are unlocked, and in
which, as a result, 'the pa
tients are much happier.
Strangely, the superintendents
say that no greater percent
age of the patients abscond
than formerly did when the
doors were locked.
I do not know of any bet
ter use for money than in the
helping' of the mentally con
fused. As I say in another
calumn, today in a well-run
mental hospital, as many as
80 per cent of the patients
who enter can be sent home
in from three to six months

Hearings Asked
For Rail Rates
Salem Public Utility
Commissioner Howard Mor
gan Saturday asked the Inter
state Commerce commission
for regional gearings in the
Pacific Northwest on increas
ed rail freight rates recently
authorizedby the ICC.
Morgan said he was asking
for the hearings in behalf of
logging operators, livestock
raisers and shippers, meat
processors and farmers.
Sharing in the petition to
the ICC was Agriculture Di
rector Robert J. Steward.
Morgan said many small
businessmen in the group
could not afford to travel to
Washington, D.C., to testify.
Hearings are already set in
the capitol for May 12, May
19, June 9 and June 20.

Diplomats Abuse
Their Privileges
Washington (IP) The state
department has found that
some foreign diplomats sta
tioned here are abusing their
diplomatic privileges by prof
iteering on tax-free cars,
liquor and cigarets.
It warned Saturday that if
the practice doesn't stop, the
United States will re-examine
its liberal policy" of granting
tax exemption on such arti
cles to embassy and legation
members.
Diplomats are exempt from
federal excise (sales) taxes on
U.S. - made automobiles and
from customs duties and oth
er internal revenue on import
ed cars, cigarets and liquor.
The State department de
clined to reveal how it found
out about the profiteering.
But it was learned that at
least one foreign diplomat
perhaps several was sent
home for profiteering. It was
also understood that one
American citizen employed
by an embassy was discov
ered abusing diplomatic priv
