the Sputnik successes or the
propaganda offer to halt nu
clear tests.
Its main targets are the
"under-developed" and "un
committed" countries.
Chief among them are the
United Arab Republic, India,
Afghanistan and Indonesia.
Western officials are con
vinced the Soviet's main goal
is to push their political in
fluence in these countries at
the West's expense.
But Moscow's tireless car
petbaggers and aid dispensers
are striving to extend it to
areas which the West hither
to has regarded as its own
economic preserves in
cluding Latin America, North
Africa, Ethiopia, Saudi Arabia
and newly independent
Ghana.
Moscow also is working un
flaggingly - but with less
spectacular results to step
up its trade with Western
Europe.
Finland Increases Exchanges
In 1956 this totaled $3,349,
300,000 or 4.1 per cent of
Western Europe's total trade.
Incomplete figures for 1957
show the percentage last year
slipped back to 4 per cent

Offer to Libya Renewed
Recently Russia renewed
an offer of $28 million in aid

struction of a new port on the
Red Sea coast of Yemen.
Indonesia has received
$110 million worth of econ
omic aid from the Soviet
bloc in the past two years.
Brazil recently received an
offer from a Russian trade
agency for a $560 million re
ciprocal trade and payments
plan, although Brazil no
longer has diplomatic or
trade relations with Russia.
The big Soviet commercial
mission in Buenos Aires has
been dickering with Argen
tina for sale of some $40 mil
lion worth of railroad equip
ment, oil drilling rigs and
other industrial goods in ex
change for Argentine hides,
wool and linseed.
Only Finland and Iceland
sharply increased their trade
with Russia.
But 1958 may show -a new
upsurge, partly as a result of
a new commercial pact just
signed by Russia with West
Germany, under which trade
between the two will be al
most doubled this year.
The U. S. State Department
estimated last January that
the Soviet bloc has handed
out a total of $1,800,000,000
in the past two years in aid
to under-developed countries.
Most of this has been in the
the extremely low interest
rate of 2.5 per cent. By far
the biggest chunk, $760 mil
lion, went to Egypt and Syria,
now the United Arab Repub
lic. Egypt's economic tie-up
with the Communist bloc,
which began in October, 1955,
has been full of jokers for
the Egyptians. The price of
goods shipped to Egypt by the
Soviet bloc has jumped 40
per cent within a year. De
livery on some machinery
has been subject to delays of
up to three years and prices

lems facing the committee
and possible solution. These
