14 MAIL TRIBUNE, M.dford, Oregon, Thursday, April 3, 1998
Liberal Policies Favored by Most Oregon ians Voting in Decisions
Corvallis Liberal policies) Only 2 per cent of Oregon
in world trade in line with
administration-backed legisla
tion now before Congress are
favored by most Oregonians
balloting on the "Great De
cisions" discussion topio, of
"What U. S. Economic Policy
for Survival?"
Ballots were tabulated this
week at Oregon State college
for the sixth topic in a series
of eight foreign policy issues
discussed during the 1953
Great Decisions program. ,
Discussion groups in 32
Oregon counties participated
this year in the program i
sponsored by Oregon State
college extension service and ;
general extension division of j
the state system of higher ed
ucation, in cooperation with
the Foreign Policy associa
tion. Reciprocal Trad
The majority of Great De
cisions voters supported pres
ent reciprocal trade arrange
ments. Sixty-one per cent vot
ed for renewal of the Trade
Agreements act which be
came law in 1934 but which
is due to expire June 30.
voters thought Congress
should refuse renewal of the
act. The remaining ballots fa
vored even more liberal trade
agreements, authorizing the
President to make further
tariff reductions on a recipro
cal basis with other nations.
Congressional debate on
the Trade Agreements act has
cut across party lines with
some opponents of the bill
arguing that high tariff pro
tection to U. S. business js
needed to bolster sagging em
ployment and production.
er the U. S. should increase
its foreign aid activities, Ore
gonians voted on policy alter
natives as follows:
Eighty per cent said Con
gress should put more em
phasis on "loans and techni
cal cooperation" and less em-
On the question of wheth- phasis on "outright grants.''
More than half the voters
thought the U. S. should give
greater emphasis to "econom
ic" aid and less to "military
aid." Only 5 per cent of the
voters thought Congress
should reduce all kinds of for
eign aid spending.
Fifty-two per cent favored
increased u. 5. economic as
sistance to underdeveloped na
tions. Forty - seven per cent
thought the U. S. should
channel more aid through the
United Nations, while only 4
per cent called for less UN
channeling, and 49 per cent
expressed no opinion
Other Adjustments
On the question of whether
the U. S. should make other
adjustments in its foreign
economic policy, alternatives
were rated as follows:
Sixty per cent thought the
U. S. should step up its farm
surplus disposal program in
needy areas of the world,
while 32 per cent said we
should avoid creating prob
lems for other farm surplus
nations through out disposal
program. Other countries, no
tably Canada and Australia,
have complained that the U.S.
disposal program robs them
of regular markets.
Fifty-nine per cent thought
the U. S. should accept the
"world leadership" by. coop
erating on economic prob
lems with "all nations," while
22 per cent thought we should
accept such leadership only
in dealing with noncommunist
countries. About one - fifth
of the voters expressed no
opinion.

Klamath Forest
Seeks Help to
Control Beetles
Yreka John S. Hall, dis
trict forest ranger for the
Klamath National forest here
has issued a call for woods
men to contract for the treat
ment of beetle infested tim
ber in the Greenhorn creek
are of the forest.
Those interested are re
quested to contact Hall at the
forest service warehouse at 10
o'clock tomorrow morning
A bark beetle survey made
cooperatively by the forest
service, state division of for
estry and private lumber in
terests early last month dis
closed that the Greenhorn
area had an intense infesta
tion of bettles which were
close enough to the green
timber areas of Greenhorn
and Yreka creek to menace
them.
Other areas of the Haystack
burn area have high infesta
tions, but are well within the
burn and the bettles should
not reach green stands on the
outside, Hall said. These will
be treated only by logging,
he added.
Control work must be com
pleted on Greenhorn by May
1, he said, because at that
time the beetles begin to
emerge from infested trees
and fly to green trees within
a four mile radius.
Control treatment aims to
destroy the larva of the
beetles in the bark of the
tree. This can be done by
burning, chemical treatment
or removal of the trees by
logging, he noted.
Drive To Combat
Recession Talk
Dayton, Ohio nP) Radio
station WAVI has begun a
drive among businessmen and
consumers to combat reces
sion talk. The station started
the drive to "get the bright
outlook", among listeners by
emphasizing the sunny side
of the current economic situ
ation. The campaign consists most
ly of business and industrial
leaders broadcasting recorded
comments on the future of
their companies and the com
munity. "The comments we have
received so far have been
fine," said H. K. Crowl, presi
dent and general manager of
the station. "People have
called me saying it is about
time someone started some
thing positive instead of 'hang- i
mg crepe' and sounding like
the Voice of doom'."
Communications Test
Slated by CD Group
An over-all communications
test will be held on the Civil
Defense network, known as
Races, between Jackson, Jose
phine and Klamath counties 1
to set up monitoring facilities i
on all operating frequencies,
according to local civil de
fense officials.
A station in Prospect re
cently joined the county net
work. Officials said special type
of communications is being
sent at 8:30 p.m. Mondays for
code practice. The network
continues its regular 1 p.m.
tests each day.
