Juvenile Courts
Said Handicapped
Newport (IP) Gov.
Robert D. Holmes told dele
gates from juvenile courts in
27 Oregon counties here Fri
day that juvenile courts in
this state are handicapped by
inadequate staffs, confused
and outdated laws, public in
difference and a lack of clos
er communication and action
between state agencies.
Addressing the opening ses
sion of the two-day confer
ence, the governor said, "If
we can dramatize and make
graphic the financial cost of
crime, the public will pay the
money to prevent crime."
Holmes said a good juvenile
code revision in Oregon
would help make the needed
corrections.
William K. Popham, Lin
coln county juvenile director,
said purpose of the meeting
was to share ideas derived
from delegates' experience
with juvenile offenses.
