    Freezing Rain
Adds To Voes in
Northeast States

Sleet, freezing rain and
inow today followed in the
path of a winter storm that
heaped up more than two feet
of snow in New England.
The U.S. Weather Eureau
reported that snow continued
to fall over the Northeast dur
ing the night and that 25
inches were on the ground at
Rumford, Maine, at midnight.
30-Day Forecast
The broad storm area ex
tended as far south as West
Virginia and Northern Ken
tucky where light snowfall
deposits were noted. Farther
north the storm unleashed its
full strength.
Meanwhile, the U. S.
Weather Bureau in Washing
ton issued its 30-day forecast,
covering the period from mid
January to mid - February.
Colder than usual tempera
tures were predicted for the
eastern half of the nation, ex
cept for New England. The
biggest drops were forecast
for states bordering the Gulf
of Mexico.
Fair West of Divid
Generally cooler tempera
tures prevailed today in the
Lower Mississippi Valley,
parts of the Northern Plains,
the Great Lakes and the Ohio
Valley.
Somewhat warmer weather
occurred in most of the Plains
region, and snow flurries were
noted in Notrh Dakota and
the Upper Mississippi Valley
There also was snow in the
Northern Rockies, rain in the
I acific Northwest, and gener
ally fair skies west of the
Continental Divide.

It is getting some of these
variations right now. Some
are much more bullish than
the year-enders and some are
more bearish.
The most bullish one that
has come to light since 1958
was born is issued by Stand
ard and Poor's in its current
"Outlook." Standard list's fac
tors in the Outlook which
concludes:
"Weighing these counter
acting forces, we are inclined
to modify the commonly ac
cepted view that general bus

Quake Levels
Homes in Peru
Arequipa, Peru (IP) Vio
lent earthquakes Wednesday
rocked a 375-mile strip of
Peru's southern mountains,
killing at least 21 persons and
injuring 90, authorities here
reported today.
Earth shocks were report
ed from the mountain city of
Nazca in the north to villages
in the Chilean border area of
southern Peru.
The epicenter of the quake
was at Mejia, a village about
60 miles southwest of Are
quipa. Casualties and damage
were especially heavy in this j
city, Peru's second largest.
Official sources reported 21
dead, but the toll is expected
to mount as reports trickle
in from areas isolated by the
quakes.
Fully 70 per cent of the
buildings in Arequipa suf
fered some damage, and many
structures in the "white city"
district, which predates the
Spanish conquest, were re
duced to dust and rubble.
The quake snarled tele
phone and power wires and
ruptured water pipes, leaving
Arequipa's 200,000 people
without water at the height
of the South American sum
mer. City authorities estimat
ed that it will take three to
five days to restore the regu
lar water supply.
Thousands of Arequipans
slept in the open Wednesday
night despite the chill that
falls even in summer at this
city's altitude of nearly 8,000
feet above sea level. Some
were afraid to sleep in their
homes and others had no
homes to sleep in.
COLLABORATOR' JAILED

day sentenced Reiner Wagner
to eight and one-half years in
prison for "collaboration with
the American Secret Service,"
the East German news agency
reported. It said Wagner sold
secret economic and military
information from the Sachsen
works in Niedersedlitz to the
Americans.

Nickerson, executive secre
tary of the Oregon System of
Higher Education, told Port
land school directors and sup
ervisors Wednesday that the
size of state colleges and the
university would have to be
doubled in the next 10 years
unless admissions are restricted.
Nickerson declared that "if
the people of the state decide
that all students are to be al
lowed to attend college, we
must within the next decade
double the size of every col
lege and university campus."
He listed two alternatives:
Admit high school graduates
on a first come, first serve
basis, or raise standards for
college entrance.
He said "studies show that
if a high school student has
less than a C average, he has
less than one chance in 100
of surviving more than 13
weeks in college." A C aver
age standard was recently
adopted by the state system
for admissions.
Nickerson reported there
had already been an in
creased interest on the part
of students in academic sub
jects since the higher admis
sion standard was adopted.
School counsellors also re
ported it gave them a strong
er hand in student guidance.
Police Instructors
Given 'Refresher'

instructors on how to handle
persons under arrest was be
ing given here today.
H. G.Maison, State Police su
perintendent, said the course
for regional instructors was of
a routine nature. However,
he said it would stress pre
cautions regarding handling
of those stopped in cars on
the highways.
Last week two escapees
took two State Police cars in
eastern Oregon before being
captured east of Baker after a
long chase.
Maison said only those offi
cers who instruct troopers in
their district were attending
the refresher course.

Recession Due?
"Instead it could well be
that the deep phase of the
recession, which already has
been under way for more
than a year, might be reached
as early as the current quar
ter." On the other side of the
picture is a statement by
Peter L. Bernstein of the in
vestment counseling firm of
Bernstein-Macaulay, Inc., that
"The spending urge by busi
ness men as well as consum
ers is over."
He sees continuation of the
downtrend through 1958 and
he fails "to see any reason for
potential buyers to bid up the
prices of stocks, particularly
the blue chips."
Further Evidence
He says there is further evi
dence that consumer spending
may show less vitality in the
near future.
Summing up, Bernstein
said:
"I have painted a - picture
of an economy with a great
deal of slack, its various mem
bers a little too well fed,
quite satiated, and a little
tired. It's been a wonderful
party, but we'd like to take
a little time off and clear our
heads. Perhaps our tastes are
changing toward sobriety."
He concluded with the
statement he'd be much more
bearish and gloomy "if the
Russians had not done us the
good turn of dramatically
making us aware of our re
sponsibilities just at a time
when economically at least
we are most willing to as
sume them.
'"It may be that thrift will
become fashionable again,
and with it we may have a
higher level of moral values."
Governor Race
To Be Vigorous

publican and Democratic
nominations for governor in
the May primary, which is
only four months away.
All three members of the
Board of Control will be in
the race for the state's No. 1
executive position.
Secretary of State Mark
Hatfield made it formal
Wednesday that he is a candi
date for Republican nomina
tion for governor. On New
Year's Eve, State Treasurer
Sig Unander declared him
self a Republican candidate.
Gov. Robert D. Holmes an
nounced a year ago that he
would seek reelection on the
Democratic ticket.
The Board of Control,
which administers the state's
institutions, is made up of
the governor, secretary of
state and state treasurer, with
the governor as chairman.
Former State Sen. Lew
Wallace of Portland and Mult
nomah County Assessor Wiley
Smith have announced inten
tions to seek the Democratic
nomination.
Also reported considering
a plunge into the gubernator
ial race is State Sen. Howard
Belton of Canby for the Re
publican nod.

Publisher's Mother Dies After Illness
Ashland Mrs. William M.
Dean, mother of Graham M.
Dean, publisher of the Ash
land Daily Tidings, died in
Lake View, la., Tuesday. She
had been in failing health for
sometime.
She was a member of a
pioneer Iowa family. She
married to William Morse
Dean on Thanksgiving day,
1902, at Tampa, la., and soon
after they moved to Lake
View. She was a 50-year
member of the Eastern Star
and had been active in Meth
odist church activities.
Sheis survived by her hus
band, a son, Graham Dean,
Ashland; a daughter, Mrs.
Buford Geary, Lake View;
one sister, Mrs. E. E. Bene
dict, Iowa Falls; seven grand
children and three great
grandchildren. Funeral services will be
held Thursday afternoon in
Lake View.
