Valuable Stamp Found
In Old Research
OThe history of the island of
St. Lucia, discovered by Colum
bus and one of the mostcfought-
over and most beautiful in the
world, has always interested me.
And so, when Paul asked me
over to see a wealth of source
material he had gathered for his
projected book on the subject, I
promptly went along.
Paul had acquired a couple of
boxes of books and papers deal
ing with the history of the
Windward Islands and the West
Indies.
In going through the con
tents of one of the crates I hap
pened to notice a bit of paper
that seemed to be a page mai
in one of the books. The volume

But as I examined it, explaining
that my knowledge on the sub
ject was severely limited, it be
came quite clear why she had

The button was brass, and the
owner of the salvage shop in
which it had been found had
polished it with the utmost car

convex face was the banner of
the South. Two crossed bars
containing 13 stars lying in (i

the words St. Lucia Postage. We
saw a watermark consisting of g
small, six-pointed star.
A quick check with' Scott's
Catalogue gave the value of the
find. That stamp was an 1860
issue, ajrjthe watermark proved.
Its catalogue value was S50.

his freedom on the ground that
previous residence in a free state
had struck off his bonds.
Chief Justice Roger B. Taney
held for a 7 to 2 majority that
when the framers of the Con
stitution said "all men are cre
ated equal" they meant white
men only.
The Missouri Compromise
Taney wrote that for more
than a century Negroes had been
"regarded as beings of an in
ferior order, and altogether un
fit to associate with the white
race either in social or political
relations; and so far inferior that
they had no rights which the
white man -as bound to respect;
and that the Negro might justly
and lawfully be reduced to slav
ery f6r his benefit."
Each of the nine justices had
his say in the case, which occu
pies 240 pages in the bound vol
ume of opinions for that term.
In 1896, after war amend
ments to the Constitution had
given Negroes citizenship and
voting rights, the high court
enunciated th controversial
"separate but equal" doctrine.
The tsibunal has only recently
completely cast aside this philos
ophy in all areas of living-under
government supervision, thus
virtually completing the Ne
groes' climb to legal status equal
to that of whites.
The 1857 decision, howtver,
went far deeper than the prob
lems of Dred Scott $n6 others
like him. It found unconstitu
tional the Missouri Compromise
of 1820, designed as 6 stop-gap
in the political war over exten
sion of slavery.

Logic would seem to have re
quired dismissal of the question
after Scott ps found to have
no standing to sue. But Taney
went ahead and decided it an
way.
Presumably he wanted to quiet
the agitation over slavery in the
territories. O
His attitude was criticized in
a powerful dissent by Justice
Benjamin Robbins Curtis of Mas
sachusetts, whose opinion jjas
promptly published as an anti
slavery document.

Later Sen. William H. Seward
of New York hinted in the Sen
ate that Taney had made a cor
rupt political bargain with Presi
dent James Buchanan.
Taney had said that one of
the constitutional functions of
Congress was to protect prop
erty, thatdhe Constitution recog
nized slaves as property, and
that Congress was bound to pro
tect slavery in the territories.
Therefore, it could not make any
part of the Louisiana Territory
"free" as it had done in the Mis
souri Compromise.
The decision was an im)rt
ant talking point in the famous
debates between Abraham Lin
coln and Sen. Stephen A. Doug
las in 1858.
Lincoln maneuvered Douglas
into defending "squatter sover
eignty" meaning that slavery
in the territories should depend
on friendly local legislation.
As result, Douglas was re
elected to the Senate from Illi
nois, where the Dred Scott de
cision was unpopular. But his
stand split away the southern
segment of the Democratic Party
and helped pave the way for the
election of Lincoln to the presi
dency on the Republican ticket
two years later.

Sweetland Objects
To Secrel Voles

jection to a rule adopted by the
Senate Rules Committee that all
votes of members of that com
mittee be secret was voiced to
day by Sen. Monroe Sweetland,
Milwaukie Democrat.
Sweetland said he would offer
a resolution under which votes
cast in the Rules Committee
would be open to members of
the Legislature, press and pub
lic. "I feel that we have vested
more powers in the Rules Com
mittee and it strikes me as very
poor legislative procedure for
members of the committee to
hide their votes from the pub
ic, Sweetland said.
Sen. Jean Lewis, chairman of
the Rules Committee, said that,
while she voted against the se
crecy motion, in discussing the
matter with other members she
found the reason for the secrecy
was to keep the special session
short. She said vote on the mo
tion was 7-3.
"You may be assured that any
legislation that has merit and is
in line with the call for this "ses
sion, will be given serious con
sideration by the Rules Commit
tee," she concluded.
Monmouth Man Freed
In Hunting Accident
Bend HP) District Judge
Joseph Thalhofer has released
Clarence F. Draheim of Mon
mouth who had been accused of
involuntary manslaughter i n
connection with the hunting ac
cident death of Emrie E. Mc
Kinley of Portland October 20.
Judge Thalhofer said there
was not sufficient evidence to
show that Draheim fired the Shot
that killed McKinley. The case
could still go to the grand jury.
Draheim admitted he fired a
shot at a deer at about the time
McKinley was shot but he said
the trajectory of his bullet would
not have reached the Portland
man.
