ff the present deadlock and his pre
dictions of what may happen next.

Little Rock, Ark. OP The
real issue in Little Rock is not
; the admission of nine Negro stu-
dents to Central High School.
It is whether, when and how
all of the public schools of the
South shall be integrated.
Both sides know that this has
become a test case which will
set a precedent of far-reaching
importance. The reason why

Calling Hawaii From
Area Now Is Quicker,

phone cable between the United
States and Hawaii is in service.
The 2,500-mile underwater
table system, costing $37,000,
SO0, was placed in service at
qjiidnight Tuesday, October 8, ac
wirding to Pacific Telephone and
Telegraph company manager
gack Creager.
Now that the cable system is
working, telephone operators
will be able to place long dis
tance calls directly to telephones
in Hawaii without the help of
an overseas operator in Oak
land, Calif.
Rates Reduced
At the same time the station-to-station
daytime rate on such
calls has been reduced from
S7.50 to 56 plus tax for the first
three minutes. The rate for station-to-station
calls at night and
on Sundays and holidays has
also been lowered from S6 to
$5.25 plus tax for the first three
minutes, Creager said.
In placing the calls to Hawaii,
telephone operators will follow
the practice now in force for
most long distance calls in the
United States. When "the opera
tor has the number of the tele
phone being called in Hawaii
she will dial a three-digit code
in this case it is 808 and
then the number being called.
Over special circuits, the
call will go to Pt. Arena, Calif.,
where the mainland terminus of
the submarine cable is located,
nd then via the cable to the
island of Oahu. Ninety-five per
cent of Hawaii's telephones are
located there.

Cooperating in establishment
of the underwater cable system
were American Telephone and
Telegraph, the Hawaiian Tele
phone company and the Pacific
Telephone and Telegraph com
pany. It was a venture that re
quired three years of planning
and construction.
Two 2,400-mile long lengths
of cable, were laid along the
bottom of the Pacific ocean be
tween the island and the main
land. The cable system is cap
able of carrying 36 simultan
eous conversations.
The cables are similar to
those used in khe Alaska and
Atlantic systems. They are of
the coaxial type, especially de
signed to withstand the tremen
dous pressures of the ocean bot
tom. Sturdy flexible repeaters
are built into the cables about
every 40 miles to boost the
strength 'of signals when they
reach the fading point along
their deep-sea course.
The Hawaiian cable system
will augment the 14 radio-telephone
circuits that have been in
use previously for long distance
calls between the mainland and
Hawaii, Creager said.
Resemblance To

on the chin Wednesday because
he resembles former President
Truman.
Poest said he was ' flagged
down by a motorist who looked

"Yes," replied Poest as he
stuck out his hand, 'and how is
the Democratic Party out your
way."
The motorist answered with a
punch in the nose.
Pcesl quickly rolled up the
car window. But the motorist
kept pounding on the door and
windows until Poest drove off.
Poest reported the incident to
the Ottawa county sheriff's of
fice and Pascal Catron, 36, an
itinerant farmer from Cincin
nati, was arrested a short time
later.
Sheriff Gerald Vanderbeek
said he was holding Catron for a
mental examination.
No Laughter Seen
On Trip To Russia
Washington 0PI Mrs. El
eanor Roosevelt told an Ameri
can women's "Congress on Bet
ter Living" Wednesday night
that during three weeks in Rus
sia she never saw anyone laugh.
"I have a feeling the Russians
have sold their souls for a little
economic security," she said.
Mrs. Roosevelt also said she
"never saw a well dressed man
or woman" during her tour.
The Soviet people, she said,
"have no idea what the rest of
the world is like."
They consider it normal for
a family of three to live in one
room, for five families to cook
in one kitchen and for 18 per
sons to share a bathroom, she
said.
Mrs. Roosevelt renewed her
suggestion that the administra
tion admit more Russians to the
United States. She expressed
doubt that the Russian govern
ment would allow many of its
people to visit America, and said
the U. S. could gain a propagan
da advantage through offering
to allow more Russian visitors.

President Eisenhower and Gov.
Orval E. Faubus can't agree on
terms for withdrawing federal
troops is that they have exactly
opposite ideas of what the prece
dent should be.
Eisenhower believes Little
Rock must demonstrate the
readiness of the United States
Government to use whatever
force may be necessary to pre
vent violence from blocking the
final decrees of a federal court.
Faubus believes the nation
will learn from Little Rock that
the "forcible integration" of a
southern school can be accom
plished only by sending federal
troops to the scene and keeping
them there for a very long time.
He thinks the White House will
find it impractical to pay this
price.
Faubus Waiting
That is why Faubus is playing
a waiting game, making no
move to renew negotiations with
Eisenhower for troop with
drawal. He is convinced that
time is on his side, and that
federal authority cannot claim
a victory in Little Rock unless
or until Eisenhower finds a way
to get the troops out of this city.
Eisenhower reelizes, after two
abortive attempts to negotiate
with the governor, that Faubus
has no intention of giving one
pledge that would permit the
eariy wiinarawai oi ieaerai
forces.
That pledge would be to use
the National Guard, when it is
returned to state control, to pro
tect the nine Negro youths from
any violence as they attend
classes as Central High.
Counting on Moderation
The President now is counting
on the forces of moderation, now
being mobilized in Little Rock
by church, business and civic
leaders. He is hopeful that their
efforts, including a city-w i d e
prayer service to be held next
Saturday, will create a climate
in which local authorities,
backed up by the majority of
law-abiding citizens, can cope
with any threat of violence.
Once Washington is persuaded
that moderates are in control of
the situation, the paratroopers
of -the 101st Airborne Division
may be sent back to Fort Camp
bell, Ky.
The Arkansas National Guard
could be held under federal
control for a while after the
paratroopers leave with some
of its units mobilized at nearby
Camp Robinson on quick call.
FBI 'Army'
The departure of troops from
Central High would not mean
that the federal government was
pulling down its guard entirely.
There is another army in Little
Rock a multi-clad army of FBI
agents, possibly the largest
group of them ever assembled
for an assignment of this kind.
They will keep a cfose watch
on Central High school long
after the troops are gone.
If trouble develops, the gov
ernment will move swiftly in
the federal courts to obtain in
junctions against the mob
leaders.
Anyone who violated such an
injunction could be arrested and
imprisoned for criminal con
tempt. A federal judge can try
a criminal contempt case very
quickly; no jury is necessary.
This is Washington's present
strategy, according to compe
tent sources here.
Like all strategy, it may be
upset by what the other side
does. Its most vulnerable point
would appear to be the assump
tion that Little Rock's moder
ates, belatedly organized, will
be able to clamp the lid on the
pandora's box of racial passion,
which as been opened here.
