not legally enter into a contract
for insurance through an agent
who is a member of the legisla
tive assembly except through
competitive bidding.
"The opportunity for undue
influence arising from a situa
tion where one contracting party
legislates with regard to the gov
ernmental powers of the other
contracting party is obvious,"
Thornton said.
The opinion was requested by
verson, Inc., Portland, Friday

tract for constructing a new
bridge across the Nisqually Riv
er in Mount Rainier National
The Interior' Department,
which awarded the contract,
said the bridge would be situat
ed down stream from two tem
porary spans installed by the
Army after the original bridge
was destroyed by floods in
1954.
