young delinquents who go from
one scrape to another are not
suffering b e
cause of a
broken horn e
or the type of
supposed men
tal trauma in
childhood that
is so loved by
p s y c hiatrists.
No; these boys
can be shown
by tests t o
have a definitely abnormal brain
which, in many cases, was in
herited from some epileptic or
psychotic ancestor.
Recently, Navy doctors stud
ied 2,000 consecutive patients as
they came into the psychiatric
hospital service. Ten per cent,
or 200 of them, had peculiar
slow waves in their electroen
cephalograms, waves much like
those of an infant. Of the 200
cases, 30 showed a record typi
cal of epilepsy. As one would
expect of epileptics of a certain
type, these individuals, when
they were in school, were un
able to respect the rights of
their playmates. They often
played truant. When they were
between 17 and 25, the were
rebellious against authority; they
were too aggressive, and they
were sexually promiscuous.
Not all of the delinquents
showed the abnormal brain
waves, but this did not exclude
brain damage in their case be
cause we know that 10 per-cent
of young people with definite
epilepsy have a normal electro
encephalogram. To me,the very
significant point is that, from
now on, judges -should have
these delinquents examined with
the help of the electroencephalo
graph, and when they are found
to have latent epilepsy, they
should be treated as epileptics.
Something, then, can perhaps be
done for some of them to quiet
their tendencies to violence.
Blood Tests for aternity
Recent studies reported by
Drs. Leon N. Sussman and Sid
ney B. Schatkin, of New York
City, showed that many men,
when sued by a woman, give in
and admit having fathered the
child in question. But when
blood tests are made, these show
that one in 10 of the men could
not oossibly have been the father
of the child. Since the blood tests 4
usually used can clear only half
of the falsely-accused men, we
must conclude that about 20 per
cent were not guilty. Other
blood studies have shown that
of the men who deny guilt as re
gards riaternity. from 30 to 40
per cent must have been falsely
accused.
This means that in every
court, whenever a man denies
paternity, he should be given
the blood -tests. These tests do
not show that he is the father of
the child, but in at least 50 per
cent of the cases, they can show
that he couldn't possibly be tne
father. Now, with a much larger
battery of tests available, I un
derstand this percentage is De
ing raised.
It is sad that our jurists have
been so ultra-conservative that
many have not accepted the re
sults of the blood tests that
scientists know are absolutely
accurate.

Hoffa's car was involved in
a three-car collision caused when
the lead car in a line of traffic

second encounter with Oakland
county sheriff's deputies since
his acquittal last month. He was
