Russia Said Forced
To Reduce Plans for
Nuclear Power Plants
Cleveland. Ohio W An
American atomic expert said
Monday the Russians have been
forced to make "drastic reduc
tions" in their "grandiose plans"
for nuclear power.
This country "would be silly
indeed," he said, "to let unsup
ported and irrational claims as
to Soviet capabilities distort and
warp sound U.S. policies and
programs.

SUGAR TRADER DIES
Havana fid Luis Gonzales
Mendoza, one of Cuba's wealthi
est sugar traders, died Monday
at the age of 69.
W. Kenneth Davis, director of
the Atomic Energy Commis
sion's reactor development div
ision, at the Midwest regional
conference of the Council of
State Governments.
Program Defended
Davis strongly defended the
AEC's program for development
of many technical approaches to
atomic power against congres
sional criticism that the United
States is losing "in some kind of
hypothetical 'nuclear kilowatt
race." "
He conceded that the British,
who started operating the
world's first large scale nuclear
power plant last fall, "have done
a very excellent job." But what
is good for the British, where
conventional fuel is "two to
thrp times as expensive as in
the United States," is not good
for this country, he said.
More Economic Plants
The kind of nuclear power
plant the British have their
chips on couldn't become com
petitive with coal plants here be
fore 1990, Davis said.
He said flatly this country
must develop plants "more eco
nomic" than the British "or we
are not going to have economic
nuclear power in the United
States."
Davis said the Russians appar
ently are just finding out the dif
ficulties of developing success
ful atomic power plants. They
appear to be "lagging in tech
nology" and to be trying to catch
up by imitating the U.S. pro
gram, he suggested.
