Government Behind
In Florida Taxes
Jacksonville, Fla. IP The
federal government is slightly
in arrears on its taxes, the city
reported today.
The city of Jacksonville billed
the U.S. attorney's office here
fox more than S600 in city taxes
that accumulated from 1838 to
1930 before the federal govern
ment purchased the land on
which the post office stands.
A government spokesman said
the statements probably will be
forwarded to the attorney gen
eral in Washington for "instructions."
Portland Youth Drowns
When Boat Tips Over

Locust Plague Threatens
Africa and Middle East
Rome 'IP The worst locust
plague in 28 years is threatening
North Africa, the Nile Valley
and the Middle East, the United
Nations . Food and Agricultural
Organization FAO said today.
FAO experts compared the sit
uation with the 1929-30 plague
"considered the most serious
invasion year in modern his
tory." They said major danger
spots are Libya, Tunisia, Tchad,
Sudan and Saudi Arabia.

way as the southwest anchor of
the Distant Early Warning line.

Named. Winner of
Powder Puff Derby

Roberts, Phoenix, and her co
pilot Mrs. Iris Critchell Palos
Verdes Estates, Calif., today
were named winners of the 11th
transcontinental Powder Puff
Derby.
The women pilots averaged a
top ground speed of 188 miles
per hour over the 2,567-mile
route from San Mateo, Calif., to
North Philadelphia airport.
Mrs. Roberts, who has over
550 hours flying time, placed
second in the annual all-women
race the past two years. Mrs.
Roberts, mother of two children,
is the wife of a pilot. She and
Mrs. Critchell will receive a tro
phy and S800 first place prize.
S600 for Second
. The second team was M r s.
Doris Eacret, Elko, Nev., and
Mrs. Jean Parker Rose, Arcadia,
Calif. Their average ground
speed was 138 miles per hour.
Second place winners will re
ceive $600 and a trophy.
Mrs. Barbara Kiernan, Ando
ver', Mass., a helicopter test pi
lot, and her copilot, Mrs. Esther
Gardiner, Waterfield, Conn.,
placed third. Mrs. Kiernan av
eraged 189 miles per hour but
her handicap was 169, giving
her a total score of 20.4. Mrs.
Roberts, with a handicap of 162,
had a total score of 26.5.
The winners were selected on
total points determined through
flying time, general performance
and handicaps.
Wreckage Sifted
For Crash Clues

eral investigators sifted through
the charred wreckage of a twin
engined aircraft at King Sal
mon, Alaska, today, seeking the
cause of a crash which killed
six persons.
Witnesses at King Salmon
about 300 miles southwest of
here, said the Lockheed Lode
star made a normal takeoff
Wednesday morning, but sud
denly shot ito a vertical climb.
They said one or both engines
apparently quit and the craft
plunged nose down into the run
way. Civil Aeronautics Administra
tion investigators identified the
victims as Charles Vose of the
O Virgin Islands, the owner of the
plane; Edward Cologny, Bav
Port. N. Y.. the pilot; Ralph
Huthcs. Brooklyn. N. Y.. the
copilot: Polly Evans, Brooklyn:
and Mrs. Harold B. Friele and
her daughter-in-law, Mrs. Haw
kin B. Friele. both of Seattle.

and back again. Early warn
ing protection then will be ex
tended from eastern Canada,
across the continent to Alaska
and southward to the North
Pacific. It will practically elim
inate the possibility of a suc
cessful sneak attack over the
North Pole or from Siberia.
Midway now is undergoing an
expansion program which makes
its 948 acres of coral sand some
of the most valuable real estate
in the world.
A Million Goontyi
Currently under construction
are a 10,000-foot jet aircraft run
way, parking facilities for three
squadrons of the Navy's WV-2
airborne early warning Constel
lation planes, a deep water chan
nel capable of handling the
largest super-tankers and hous
ing facilities for 2,800 Navy
men and dependents.
The island is located in the
middle of the North Pacific.
1,149 miles northwest of Hono
lulu and 2,792 miles west of Sar
Francisco. It's main population
consists of more than one mil
lion birds ranging from the
gooney a species of albatross
with an unhappy habit of fly
ing head-on into telephone poles

water which likes to dig holes
Practically abandoned after
World War II, high speed con
struction now has left the island
looking as if it just came
through the second Battle of
Midway. Dilapidated wooden
shacks are being pulled down
and white coral dust from giant
rock crushers clings to the state

which cover about three-quarters
of the island.
"They must have just bombed
this place," a merchant seaman
said recently upon his arrival.
40 Million
The Hawaiian Dredging and
Construction Company of Hono
lulu first began the expansion
program in July. 1956. The pro
ject was originally pegged at 35
million dollars but most engin
eers say it will reach 40 million
dollars before its scheduled com
pletion in July.
The 1,200 construction work
ers, almost all residents of Ha
waii, are quartered away from
the servicemen.
Life on the island is pleasant
although slightly monotonous.
Navy men put in a one-year tour
by themselves or one year from
the date their dependents arrive.
An Armed Forces Radio station
is in operation and a closed cir
cuit television station is sched
uled for early installation.
Considered as sea duty, most !
married men find Midway a
paradise for their children, free
from busy intersections and high
speed motorists. Housing is
plentiful. Bachelors, noting that
there are no native girls and
only two single women on the
island, are generally more re- ;
served in their appreciation. '
The only time morale is notice- j
ably low is in-August when the :
seemingly ubiquitous gooney !
stumbles into an awkward take- i
off and goes seaward for three ,
months. ;
Portland Restaurant
Prices May Increase
Portland iff! A five per cent
increase in Portland restaurant
prices was forecast here today
by Gene Rossman of the Asso
ciated Restaurants of Oregon.
He said the increase was made
necessary by a recent wase in
crease granted employees. Some
of the city's finest restaurants.
Rossman said, had already been
operating at a loss and could not
afford to absorb the higher oper
ating cost and still stay in business.
He said Portland restaurant
prices are now among the lowest
in any metropolitan area on the
coast.
