International Walther League,
Youth Caravaners, will be at
St. Peter Evangelical Lutheran
rhurch, 1020 East Main St., Wed
nesday, July 3 through July 6.
The three are Miss Marion
Huether, Elliott, N. Dak., Miss
Sue Springer, Hereford, Texas,
and Hugo Kranz, Kansas City,
Kin.
During their stay here they
will work with the local League
in worship, Bible study, group
recreation, and service-projects.
The planned schedule is for
meetings with Medford League
officers Wednesday, July 3, at
8 p.m. and Friday, July 5, at
7:30 p.m. at the church. Thurs
day a picnic will be held at

Steward attended the meeting

community. He was a member
of the 1957 legislature, but re
signed before taking the agri

State Government Yet
The "economy trend" among
legislators in Washington con
cerning large budget appropria
tions has not yet appeared in
Oregon, State Sen. Phil Lowry
told the Jackson County Cham
ber of Commerce Roundtable
yesterday at its noon luncheon
at the Jackson hotel.
Lowry, discussing the increase
in Oregon's general fund dur
ing the past 10 years, noted
"Oregon has gone down the road
to big government, which may
not necessarily be a bad thing."
The general fund is 1947 was
$78 million. This year it reached
a new peak, $283 million, he
said.
Despite large population in
creases in Oregon, Lowry point
ed, out the budget increases
since 1947 were not propor
tionate to the number of new
residents in Oregon since that
time. He added he did not fore
see any "break" in the trend
to increase the budget each ses
sion, which has been on th2
rise since 1935.
Increass Necessary
The state senator stated it has
been necessary to increase state
taxes, but questioned the method
used by the recent Democrat-
controlled legislature to raise
the money.
According to Lowry $38 mil
lion of the $283 million budget
will come from surplus funds
that accrued under the surtax
tax structure, repealed by the
legislature at the last session.
Depending on a surplus to
balance the budget, then ex
hausting that surplus, will cre
ate problems for the next ses
sion of budget-makers who
somehow will have to make up
the difference supplied by the
surplus this year, and program
for another increased budget as
well, Lowry said".
Criticizes Committee
Lowry criticized the House
taxation committee which kill
ed a proposed sales tax bill be
fore it knew where any tax
money would come from. He
referred to a sales tax, with
the appropriate exemptions for
necessities, as a "mildly pro
gressive" form of taxation.
A good tax program, Lowry
said, would be a combination
between a sales tax and per
sonal income tax. He added that
a sales tax is a more "stable
form of taxation than income
tax.
Noting the effect of Oregon's
tax program on possible indus
trial development of the state
Lowry said there was little in
centive for locally-owned busi
ness to develop, but encouraged
big out-of-state corporations to
establish branches here that
would not return its profits
back to the state.
Refutes Charge
Lowry refuted a charge made
earlier this week by state Demo
cratic Chairman Bob Boyer that
the Republicans had killed in
the senate a bill to establish
a nonpartisan state, power com
mission. Lowry said the bill had
never come to a vote, but still
being considered by a Demo
cratically controlled senate com
mittee when the legislative ses
sion adjourned.
The Republican legislator said
"very little" of Gov. Robert
Holmes' program was enacted
during the session. An important
feature or the governor's pro
gram, a proposal to abolish the
state board of control and vest
its authority in the governor
alone, was killed in a senate
committee, controlled by the
Democrats, Lowry said.
