U.S. Taxpayers Should
Shift in Economic Aid

a bipartisan majority of the Senate.
The House Foreign Affairs Committee,
bowever, voted to limit the program
to one year Instead of three as Presi
dent Eisenhower proposed. The fol
lowing dtspatrh tells how the new
plan would work.

Eisenhower's proposal to shift
the emphasis of U.S. economic
development assistance to friend
ly foreign nations to loans in
stead of gifts should be wel
comed by every American tax
payer. In brief, the President has
asked Congress to appropriate
$500 million out of this year's
mutual security program to
establish a development loan
fund. To operate effectively, this
fund must have adequate money
and adequate planning time.
Therefore, the President has also
asked Congress to authorize the
government to borrow from the
treasury up to $750 million in
each of the two following years
to finance the fund in those
years. This three-year total of up
to $2 billion represents less than
a half of 1 per cent of our own

we've anticipated all along. The big,

Surprising? Not in the least! This
year, of all years, the Big M has so

If this fund fulfills its purpose
of speeding economic develop
ment among almost a billion peo
ple, the dividends to the United
States will far exceed the in
vestment. These proposals of the
President's are now before Con
gress. The Senate has already
authorized these requests in full.
Change ia Emphasis
The new proposal signify a
fundamental change in emphasis
from the practice of past years
and would accomplish the follow
ing important improvements:

would know how much money
was going toward helping the
economic development of friend
ly nations, and would know that
all of it was one a loan basis.
Foreign nations will know
that the United States has cer
tain limited funds $2 billion over
three years available f9r loans
for really worthwhile projects
that will contribute significant
ly to building economic strength.
All parties will know this
money is available until used
and not, as in the past, for a
limited number of months.

very creation of the fund will in
spire borrowing nations with a
greater sense of zeal and respon
sibility. Loans, rather than gifts,
will encourage self-reliance, and
the long term availability of the
fund will encourage thoughtful
long-term planning rather than
frantic emergency action.
Purpose of Fund
About a billion people almost
one-third of the world's popula
tion live in the underdeveloped
areas, particularly in the Middle
East, Africa, and Asia. The ev
erage income is about $100 a
year, in contrast to about $2,500
in the U.S. Malnutrition, pov
erty, sickness takes such a toll
that their life e x p ectancy is
about 30 years, in contrast to 70
in the United States.
Nineteen of these nations
have achieved political indepen
dence since World War II. They
are determined to achieve econ
omic growth and independence
too. However, they do not have
adequate capital and foreign ex
change to begin essential devel
opment in roads dams, dailroads,
utilities the very sinews of
economic growth. They must
turn to the outside for help.

'Playland Arcade'
Opens Near Ashland
Ashland "Playland Arcade,"
on Highway 62 just east of Ash
land's city limits, has opened as
a dance and recreational center
for "young people of all ages,"
according to Earl Neely, pro
prietor. The establishment features re
corded music from 2:30 to 10:30
p.m. daily, and a variety of soft
drinks and snacks are available.
Games of skill also will be avail
able, he said.
The 1,000-square foot dance
floor will be available at all
times, and Neeley says he plans
to cater to all those seeking
wholesome recreation and a

To Visit With Victim
Pierre, S.D. OPi A 15-year-old
driver has been ordered to
spend one hour each day visit
ing a w.oman in a hospital whose
leg was amputated because of a
car accident.
Louis Moore, Pierre, was
given the sentence by Hughes
County Juvenile Judge Otto
Linstad. He also surrendered
his driver's permit.
Moore drove a car that col
lided with one in which Mrs.
Myrtle Goodface, 39, Pierre,
was riding. A portion of her
left leg was hurt so badly it
had to be removed.
Officers said Moore's car was
going at a high rate of speed.
