Our Futile Handling of
Young Criminals
In the past few weeks, as I
have traveled about the country,
everywhere I have read of crim
es com mitted
by c h i 1 l r en
and young peo
ple. Every
where the po
1 i c e and the
courts seemed
to be uncertain
what to do or
where to put
the blame. I
Or Alvarez know that hun
dreds of readers will rise up to
tell me that these criminal and
sometimes murderous children
are the innocent product of
broken homes, or they will tell
me that society is responsible,
but as I keep reading about the
subject, 1 find that some of the
youncsters come from respecta
ble homes that never were
broken.
I feel sure that in many cases
a criminal child is either psy
chotic or a carrier of epilepsy.
When true, this fact oucht
quickly to be recognized, a"
then something should be done
in the way or providing care for
the lad and for the many other
insane children in the state. I
understand that in three out of
four of our states there is no
place in which an insane child
can be kept. Many good people
with an insane or criminal child
have written me in an agony of
suffering, asking, "Where can
we put him?" Where can we get
help before he murders one of
his schoolmates, as he almost
certainly will?"
Worse yet, when the police
lock up a youthful rapist, he is
soon let out again, to go right
back to his evil ways. For in
stance, here before me is an ar
ticle in the Denver Post about
a vicious lad of 20 who was just
sent to the State Hospital for
fracturing the skull of a lovely
girl and nearly killing her in
his attempt to rape her. He was
sentenced to from one day to life
or until he is "cured!" For a long
series of similar crimes, he was
confined in the State Hospital
from July 1952 to June 1956,
hut then he was let out as "great
ly improved!" I wish I knew
why someone let him out when
it was obvious that he was a typ
ical sexual maniac who would
never work, but would just
drive around town, as he ad
mitted, looking for some girl
whom he would like to attack.
Chronic Criminal
At his latest trial, although
he had been in a mental hospital,
and was a chronic criminal, he,
of course, was adjudged sane,
this, according to our stupid and
crazy and illogical legal difini
tion. As the judge said, with this
psychiatric opinion before him,
he should have sent the man to
a reformatory; bu. he hated to
do this because th?n, within a
few months, the fellow would j
be back on the streets again,
beating up and raping girls.
The betting is good, of course,
that within a year or two he will
be discharged as sane from the
mental hospital, and then he
will go back to his old game.
That is the only thing we can
be sure he will do.
What I want to know is why
cannot society start protecting
irtelf from these mad dogs; these
thousands of men who will al
ways be criminals and will never
do an honest day's work?
Why do we keep fooling our
selves with the idea that we can i
cure these people with a year or
two of punishment? Why don't
we some day face the fact that
many of the criminally insane
are going to be criminally in
sane most or all of their days?
Why should we be so stupid as
to assume that a criminal lad
like this is going to be cured by
a few talks with a psychiatrist?
Why are we so utterly stupid as
to keep thinking only of punish
ing these people? Why don't we
think rather of protecting our
girls? To my way of thinking,
this is far more important, but
I do not expect to live long
enough to see a real change
come in our legal thinking. I
hate to see much sympathy con
stantly being lavished on the
criminals; why not keep some
of it for the poor girl with her
cracked skull and a nervous
system so shocked that it may
never quite recover?

for trial. Years ago, three days
after I had bought a beautiful
new car, it was stolen by a sullen-faced
young thug. He drove
it about for several days, Jsing
gasoline syphoned out of other
cars. But he put in no oil, and
hence the car's engine was so
badly damaged that, although in
the next year I spent many hun
dreds of dollars having it re
built, it never ran well again. I
finally sold the car for $100.
After the police jailed the man
they found he had never done a
lick of work in his life. One look
at him showed me he never
would; with that evil face, no
employer would ever have hired
him for any job. He had a long
record of arrests, but apparent
ly he had some sort of "drag"
because always he had been
promptly paroled. Every morn
ing, when I answered a sub
poena to go to court a 9 a.m.,
and testify (quite needlessly)
that it was my car that had been
stolen and wrecked, I was kept
waiting until noon, when the
case was continued so that I
would get disgusted and quit
coming. After this game very
expensive for a busy man like
me had been carried on for
several weeks, the judge angrily
called me before him and gave
me a tongue-lashing. He said,
"What do you mean, persecuting
this poor boy; why not give him
a break?" Then he paroled the
fellow! My only hope then was
that the next car he stole would
belong to the judge!

will understand that it would be
impossible for him to answer re
quests for information or to at
tempt to diagnose by mail.
