the controversial " key district"
bill and two other important
pieces of school legislation dcal
inr; with re-organization of
school districts.
Senate Bill 64 contains the
much amended formula for dis
tributee basic state aid to
school districts 20 per cent for
tax equalization and 80 per cent
on the basis of where children
are located in the state.
House Bills 163 and 164 pro
vide for the eventual re-orcani-zation
of Oregon's 7(10 school
districts into some 200 new ad
ministrative districts.

Medical Research Saves Peti
In every state thousands of
people spend much energy and
money trying to put a stop to

cine with a
deadly hate,
and one of
their ways of
striking at the
medical pro-j
fession is to
keep trying al
ways to close up all the research
laboratories by halting research i
on animals. Many strike at medi
cine, also, by fighting bitterly
all public health measures, such
as vaccination for smallpox or
polio. In their blind hate many
strike even at ordinances for
the vaccination of pet dogs
against rabies.
These people pose as animal
lovers, but curiously, I never
heard of their doing anything
to help animals. They try to
close even the research labora-
tones in which devoted men and
women are constantly searching
for ways of protecting dogs and
cats and farm animals from fatal
distempers of various kinds.
I was just reading in the
Bulletin for Medical Research
an article on the terrible dis-1
ease of the bone marrow that j
used to kill thousands of pet i
cats. In the Fall of 1937. Drs.
.John F. Enders and William ;
Hammon, of Harvard, were
stopped from carrying out some ,
research because the kittens
they were using as test animals i
were all dying. After much I
work, the doctors found that the I
disease was due to a virus: and
then, after more study, they pro
duced a vaccine which protected
the animals. This is now used
by veterinarians to protect your
cat when you take it to an ani
mal clinic or hospital. Dr. End
ers went on with this type of j
research, and in 1954 he, with j
Dr. Thomas Wcller and Dr.
Frederick Robbins, received the j
Nobel Prize in Medicine. It was ;
their success in growing the
polio viruses that made possible
the development of the Salk
vaccine, which is now saving
the lives of so many children.
Law Permits Buying Animals
The other day I saw that
Massachusetts has joined the
more civilized states of the Un
ion and has passed a law to
permit a great university like
Harvard to buy unclaimed stray
animals from pounds. Now, of
course, the many people who
cart nothing about what hap
pens to sick children or adults,
and who like each year to kill
some 300.000 cats and dogs to
no purpose, say they will hold
up the law in the courts as long
as they can. What is sad is that
thousands of you good people
who will read this will send in
the money that will enable these
people to fight the men who are
searching for cures for cancer
and other serious diseases.
If these people who fight the
research workers really cared
a hoot about animals and their
comfort, they would help the
meat packers to put in the new
and humane method of slaugh
tering animals, and they would
give money to universities to
help build larger and more com
fortable cages and larger run
ways for the experimental ani
mals. For some of you who read
this, and doubt my statement
that tlie.se people's motivation
is almost purely hatred of medi
cine and public health, and not
love of animals. I will say that
years ago, when my good friend,
Professor Herbert Evans, of the
University of California, and his
group were doing their wonder
ful work on the pituitary gland,
they tried to buy the heads of
the thousands of dogs that were
being killed each year at the
local pound and then sold to a
fertilizer company. All Dr.
Evans wanttd were the heads of
the dead dogs, and he would
pay w-ell for them, but the local
"animal-lovers" saw to it that he

not know it when I see it.
