Washington, D. C. Rep.
Charles O. Porter (D-Ore.) an
nounced this week that he will
fly to the island of Puerto Rico
tonight. He and his administra
tive assistant. Jack Billings, will
be gtiests of the governor of the
Commonwealth of Puerto Rico,
Luis Munoz-Marin, over the
week end, returning to the na
tion's capital on Sunday, June 9.
While in San Juan, Puerto
Rican capital, Porter will deliv
er a major address before a
mreting of the Puerto Rican
Newspaper association Friday
night and is also scheduled to
appear at rally of Dominican
Rrpublic exiles on Saturday. His
trip to the island commonwealth
is in connection with the current
investigation by the congress
man into the disappearance last
December in the Dominican Re
public of his constituent. Gerry
Murphy of Eugene. The Domini
can Republic is located on an
island only a short distance from
Puerto Rico.
Misdirected Policy
The main theme of Porter's
talks to Puerto Rico audiences
will be that misdirected foreign
policy of the United States in re
gard to the "two-bit dictator
ships" of Latin America has led
to a political climate in the Car
ibbean area in which the Mur-phy-Galindez
case could occur
He will propose a change in this
policy to the extent that the
the United States will continue
proper and correct relations
with dictatorial countries, but
will not be unduly friendly with
them nor offer them military or
economic aid. The present pol
icy, Porter claims, has led to a
considerable loss of prestige for
the United States among the de
mocracies of Latin America. He
maintains that in the global cold
war the United States is "losing
the battle for men'a minds by
our failure to adopt a high moral
ttandard In dealing with tyran
ny in all forma, not just the form
we know as Communism."
Pwter also announced this
week that he has an official in
vitation from the President of
Costa Rica, Jose Figueres, to
visit that country as a guest of
President Figueres during the
week end following the Puerto
Rican trip. The congressman has
cleared the invitation with the
Department of State and has no
tified President Figueres of his
acceptance.

John Edwards of the American
Broadcas'ing Company strolled
into the White House lobby and
displayed a 1609 edition of
"Regiam Majestatem, the Auld
Lawes and Constitutions of Scot
land" by Sir John Skeene.
In the ancient law book was
this admonition for the Scots
who, after all, invented the game
of golf:
"No man should play at the
golfe, nor at the futball under
the paine jf fifty shillings be
cause they are esteemed to be
unprofitable sports for the com
mon gude of the realme and
defence thereof."
Observed one White House
staff member, "Sir John Skeene
lived too soon. He would have
made a fine staff member for
the Democratic Digest."
Commenting on last Monday's
cold chicken and potato salad
party at Capitol Hill for the
Presideent and 200 Republican
House members, a sage political
observer said, "The way to a
man's vote is through his stom
ach." Eisenhower obviously believes
similarly. He plans to have all

fasts, beginning next week.

Telephone Calls
Save Man's Life
Palo Alto, Calif. OF Two
quick telephone calls from Pitts
burgh were credited today with
thwarting the suicide attempt of
a young Lockheed aircraft work
er separated from his wife.
Howard Beatty, 23, telephoned
his friend Byron Painter. 30, of
Pittsburgh, Wednesday to talk
to him for the "last time."
Just before he hung up Beatty
said he was going to commit sui
cide by slashing his wrists.
Painter immediately called
Beatty's wife, Janice, in Los An
geles and learned that Beatty
was staying at the Holiday Inn,
about 50 miles south of San
Francisco.
A second quick call to Moun
tain View police sent an emer
gency squad rushing to the inn.
There police found Beatty
with his wrists slashed and they
rushed him to Palo Alto hos
pital.
Dr. Alec S. MacKenzie said
Beatty was "upset and needs
psychiatric care."
"I think he cut his wrists to
attract attention and sympathy
from his estranged wife," Mac
Kenzie said.
The doctor said Beatty had
slashed his wrists the previous
night "but didn't do much dam
age."

Washington, however, is pecu
liar in that the biggest men in
town, including the President,
the Cabinet and many promin

work early. Eight o'clock in the
nation's capital is working, and
nut getting-up time.
As a consequence, smart
Washington hostesses end their
evening parties no later than
10:30 or 11 o'clock.
The John Eisenhowers will
continue to live in their Army
quarters at nearby Fort Belvoir
until the President's son goes on
duty July 20 in a new assign
ment at the Pentagon.
This naturally has led to the
question of whether the John
Eisenhowers and their four chil
dren will move into the White
House while the young major Is
on Pentagon duty. As far as
residence in the executive man
sion for any extended period of
time is concerned, the answer
seems to be no.
The younger Eisenhowers are
expected to find a house near
the Pentagon, probabry still in
Virginia.

Roosevelt Bruised
In Plane Accident
Fort Scott, Kan. TP Frank
lin D. Roosevelt Jr. and his pilot
brother, Elliott, were bruised
Wednesday when their light
plane hit a fence on takeolf from
the Fort Scott Airport.
Neither was seriously injured.
Elliott Roosevelt said the
plane developed a brake drag
and was slowed by a puddle of
water on the wet runway. When
he saw takeoff was impossible,
he said, he cut the engine.
The Beechcraft Bonanza,
four-passenger plane, was dam
aged in the nose and wings.
Two passengers, James Smith
Jr., manager of Franklin Roose
velt's ranch near Poughquag,
N.Y., and D. W. Chittenden, ex
ecutive secretary of the Ameri
can Polled Hereford association,
were also unharmed.
