followed up the heaviest artil
lery bombardment of National
ist offshore islands this year
with . a denunciation . of U.S.
guided missiles on Formosa as
"aggression" and a threat to con
quer the Nationalist stronghold
despite the atomic weapons.
A formal Peiping foreign min
istry announcement broadcast
by radio Peiping and monitored
here and in London accused the
United States of "aggravating
tension," by deciding to base
"matador" guided atomic mis
siles on Formosa. It vowed again
its "unshakeable determination"
t'o "liberate" the island.
The artillery bombardment
was so severe it appeared mo
mentarily to have been the sig
nal to open an all-out offensive
against president Chiang kai
Shek's forces. Garrisons were
alerted for an invasion. "

letters" since March 1 on the is
sue, according to the State De
partment. Nearly 70 opposed
Dulles' stand against allowing
newsmen to enter Red China.
Little Support Forthcoming
Dulles can't be surprised by
the reaction he is getting from
letter writers, editors, publish
ers, some members of Congress,
veterans and other organizations.
Hardly a word has been spoken
or a voice raised publicly in sup
port of his position. .
Dulles is on the brink of a new
barrage of questions on the news
ban.' If the secretary holds a
news conference next Tuesday,
his normal day to' meet with re
porters, newsmen will quiz him
on at least two new points he
has recently raised in defense of
his position.
In an April 30 letter to Arthur
Hays' Sulzberger, publisher and
chairman of the board of the
New York Times, Dulles made
these two points among others:
1. "The constitutional 'free
dom of the press' relates to pub
lication and' not to the gathering
of news."-
2. "Foreign policy and diplo
macy cannot succeed unless, in
fact, it channels the activities of
our own people, and in this re
spect newspaper men have also
their loyalty and patriotic duty."
Editor and Publisher, the news
paper trade weekly, charged that
this statement by Dulles en
dangers freedom of the press and
casts suspicion on operation of
the press.

newsmen with the freeing of
American prisoners held by the
Communists. He said in Febru
ary, "that kind of blackmail I
don't propose to satisfy." Later,
Dulles' defense took another di
rection. Presence of American
newsmen in Red China, he said,
would lend prestige to the-Communists
and indicate that Ameri
can opposition to communism
was on the wane. He also argued
that other Americans would want
to go to Red China if newsmen
were allowed to enter..
More recently Dulles has
sought to dump the problem in
the lap of the "newsgathering
community as a whole." He said
on April 23 that "so far no pro
posal has been made to us which
would meet the news-gathering
objective and not lead to a gen
eral breakdown of restrictions
deemed important in the national
interests." ' '
. The evidence indicates Dulles
is looking for a way out.
