Stamps From Nonexistant
Countries Getting Scarcer
I had never heard of the coun
try of Antioquia, but Mr. Garcia
was sure there was such a place,
or at least that there had been.
"My father traveled all over
South America, and I know he
would neve have bought these
stamps if he hadn't intended to
use them," he said.
"Maybe he bought them for
philatelic purposes," I said,
bending forward to scrutinize
the two items. "Quite a number
of stamps were put out in Latin
America just for sale to collec
tors. The stamps were identical, a
brown item of five centavos de
nomination, printed on what is
known as laid paper. Across the
top was the denomination in let
ters and numerals. In the center
wad a circle containing a design.
About the circle were the words
"Correos de Antioquia" Anti-

it seemed to me, would be a

metal top.
And yet they do have a collec-
: tor's value some of them as
I found out one day shortly after
I saw a girl dart from table to
table in the hotel dining room,

for a hasty examination.
I was pretty sure that she

. Quite evidently she was con
deemed only with something on.
the metal top. wnen she got to
my table I asked her what it
was.
"Mrs. Smith can't find her
personal syrup pitcher," the girl
said, "and it's ray fault. I was
cleaning them and I got it mixed
up with the others."
"But how you going to recog
nize it?" I asked. "Maybe I can
help you find it."
AFRICAN COIN DEAL YIELDS
The com Jack handed me was
as large as a silver dollar a
little larger, maybe but it was
of gold.
"I bought It in the Sudan last
summer, for $150 in American
bills. What do you think it's
worth?"-
The coin was a new one to
me, but I was pretty sure it was
an Ethiopian piece. The letters
in the inscription around the
edges were from no alphabet I
could recall. And the face of
the ruler, in right profile on the
obverse, reminded me somewhat
of the picture I had once seen of
some of Haile Selassie's prede
cessors. As for the crowned lion
bearing a cross on the reverse
he looked like a dead ringer for
the Conquering Lion of Judah.
The guess was a good one.
Wayte Raymond's "Coins of the
World," the first catalogue I
looked at, had a picture of it.
But it didn't give a price. In

that Antiquoia was one of the
nine sovereign states that made
up the Republic of Colombia
back before the Revolution of
1885. After that, though each of
the nine states became a depart
ment, they still retained the
right to issue their own stamps
jealously preserving . it '. until
well into this century.
Mr. Garcia's stamps, how
ever, were pre-revolution, of the
issue put out in 1883. We found
one of them pictured in Scott's
catalogue.
Their value Isn't so very
much. Unused,, as his were, it
was given at $50 each $25 for
the canceled stamp. Mr. Garcia,
however, got $130 for his two.
They are becoming scarcer and
the buyer' was willing to pay a
premium in order to speed up
the sale.

COLLECTOR'S VALUES
"It has a beaded design on
the glass," she said, "but that's
not so different from some of
the other designs. So I'm going
by what Mrs. Smith says is the
clincher the patent date, June
29, 1884."
The girl found it almost im
mediately after I joined the
hunt. "See," she said, "That's
what they call the beaded band
design."
The pattern consisted princi
pally of three rows of what are
known as dewdrops running
round the pitcher, the middle
one being the larger. Below
them was a row of panels, of
alternating rounded and pointed
design.
I accompanied the girl when
she returned it to Mrs. Smith. It
had been made back L. the
1880s and had belonged to her
mother.
"I got a duplicate of it for
my sister a few months ago,"
she said, "and the cheapest I
could get it for was $15."

fact, all it had to say on the
matter was that gold coins had
been struck at Addis Ababa
from the dies for silver coins,
probably as presentation pieces.
"What do you think I can get
for it?", Jack asde.
"Why not ask for some offers
first. And then if they are only
a few hundred, ask for $2,000.
You can always drop the price."
Jack looked almost frightened
as he asked for a list .of gold
coin collectors. I gave him the
name of ten men to start with,
and within the week he called
to say he had sold the piece for
$5oo.. . . .
As for the price he had asked
as a top figure, it was only
$1,000.
' So it was not at all surprising
that the Menelik coin the
name of the monarch on the ob
verse side sold a few days la
ter for $900.

driveways on Newtown Street from
the north line of Belmont Avenue to
Stewart Avenue, in the City of Medford,-
Oregon, and for the assessment
of the cost thereof on adjacent prop
erty; providing for a meeting of the
Council to consider protests against
said improvement and providing for
the serving of the owners of adjacent
property with notice thereof by the
Recorder.
THE CITY OF MEDFORD DOTH
ORDAIN AS FOLLOWS:
Section 1. That it is the intention
of the Council to cause Newtown
Street from the north line of Belmont
Avenue to Stewart Avenue to be im
proved by constructing thereon pav
ing, curbs and driveways in accord
ance with the hereby adopted and
identified plans and specifications on
file in the office of the City Manager,
at the City Hall, Medford, Oregon,
to which plans and specifications
reference is hereby made for details
and estimated costs thereof and to
assess upon each lot, or part thereof,
adjacent to and benefited by such im
provement its proportionate share of
the cost of said improvement as pro
vided by the Charter of the City of
Medford.
- -Section 1. The Council will meet
in the Council Chambers at the City
Hall on the 16th day of May. 1957. at
7:30 P.M.. at which time and place
the owners of said adjacent property
are hereby called upon to appear
before said Council and show cause,
if any, why said improvement should
not be constructed, and why said
property should not be assessed for
the construction thereof.
Section 3. That warrants for the
costs of the alorementioned improve
ment shall bear interest at four per
cent (4 ) per anum and shall con
stitute general obligations of the City
of Medford, and laid warrants shall
be issued pursuant to, and on the
terms and conditions set forth in,
Oregon Revised Statutes 287.502 to
287.510, inclusive.
Section 4. The City Recorder is
hereby directed to serve notice hereof
upon the property owners aforesaid,
by publishing thia Ordinance once in
a daily newspaper, printed, published
and of general circulation in said
City at least ten (10) days before the
data of said meeting, and by posting
five copies of this Ordinance in five
public and conspicuous places in said
City for a period of ten (10) days
prior to said meeting.

Idaho Power Write Off Said
As 'Bad as Dixon-Yates' Deal

$300 million extra profits to
Idaho Power Company in tax
write-offs is as scandalous as
the repudiated Dixon-Yates con
tract, according to James T.
Marr, Portland.
Marr is president of the Na
tional Hells Canyon association.
"The only answer to this lat
est revelation of financial man
ipulation on high levels is for
Congress to pass the Hells Can
yon bill," he said.

construction of paving, curbs and
driveways on Rose Avenue from
Pennsylvania Avenue to Fourth
Street, in the City of Medford. Ore
gon, and for the assessment of the
cost thereof on adjacent property;
providing for a meeting of the Coun
cil to consider protests against said
improvement and providing for the
serving of the owners of adjacent
property with notice thereof by the
Recorder.
THE CITY OF MEDFORD DOTH
ORDAIN AS FOLLOWS:
Section 1. That is is the intention
of the Council to couse Rose Avenue
from Pennsylvania Avenue to Fourth
Street to be improved by constructing
thereon paving, curbs and drivewavs
in accordance with the hereby adopted
and identified plans' and specifications
on file in the office of the City
Manager, at the City Hall. Medford,
Oregon, to which plans and specifica
tions reference is hereby made for
details and estimated costs thereof,
and to assess upon- each lot. or part
thereof, adjacent to and benefited by
such improvement its proporitionate
snare or tne cost oi saia improvement
as provided by the Charter of the
Citv of Medford.
Section 2. The Council will meet
in the Council Chambers at the City
Hall on the 16th day of- May, 1957.
at 7:30 P.M., at which time and place
the owners of said adjacent property
are hereby called upon to appear
before said Council and show cause,
if any, why said improvement should
not be constructed, and why said
property should not ' be assessed for
the construction thereof.
Section 3. That warrants for the
costs of the aforementioned improve
ment shall bear interest at four per
cent (4) per annum and shall con
stitute general obli cations of the Citv
'of Medford. and said warrants shall
be issued pursuant to to. and on the
terms and conditions set forth in,
Oregon Revised Statutes 287.502 to
287.510, inclusive.
Section 4. The City Recorder is
hereby directed to serve notice here
of upon the property owners afore
said, by publishing this Ordinance
once in a daily newsaper. printed,
Dublished and of general circulation
in said City at least ten (10) days
before the date of said meeting, and
by posting five copies of this Ordin
ance in five public and conspicuous
places in said City for a period of
ten (10) days prior to said meeting.

"The idea that Idaho Power
Company's Brownlee . and Ox
bow projects will contribute to
the nation's defense is an insult
to our intelligence. Defense is
not involved in this at all," he
said. "This is just a multi-million
dollar gift from the taxpayers
to Idaho Power Company, and
make a mockery of the com
pany's repeated contentions that
Brownlee rnd Oxbow will be
built without expense to the
taxpayers." Marr called atten
tion to a statement made by R.
P. Parry, IPC attorney, to the
Federal Power Commission in
1953 when the company was ap
plying for a license to build
Brownlee and Oxbow dams:
"The applicant (IPCo) is
here before you asking the
privilege of constructing sole
ly with its own money and
without -one pent of cost to
the taxpayers of the United
States' a great multi-purpose
project along with an integra
ted hydro-electric project of
large capacity."
Self Liquidating
Marr also pointed out that
Federal hydroelectric projects
such as high Hells Canyon dam,
"are self-liquidating government
investments. Every cent of the
power cost of high Hells Canyon
dam will be repaid to the Fed
eral Treasury with interest."
The first ax write-off pro
cedure ha recently been bran
ded as immoral by conservative
Sen. Harry Byrd, 'chairman of
the Senate Finance Committee.
Senator Byrd has introduced a
bill to repeal the ODM's tax
write-off program and has
scheduled hearings for this
week.
