Tells Why Budget Must Be Pared

Editor's note: The Chamber of
Commerce of the United States, which
js winding up its 45th annual meet
ing today in Washington, has been in
the forefront of the campaign to cut
President Eisenhower's 171,800,000.

the next 90 days the Congress of
the United States will face one
of the most crucial , and soul
searching jobs which any Con
gress has faced in modern times
cutting the budget submitted
by the President down to a rea
sonable spending burden which
can be borne by the American
people and our economiy with
out serious impairment to both.
The .national chamber has
been tremendously concerned
with this gigantic spending pro
posal. We have urged consist
ently that it be cut. We have not
asked that this be done foolishly
or haphazardly, but that it be
done by effecting constructive
reductions. These can be made
by applying the principles of
sound public finance and our
traditional principles of limited
government and human free
dom. Significant Dangers
We see several significant
dangers to the economy, the
American people and to our
,system of government if this
budget proposal is not substan
tially curtailed. First, of course,
it precludes any tax relief, and
thus continues a war-level bur
den upon individuals and busi
nesses. This in turn tends to tie
up capital which could be used
to increase our productive ca
pacity, to produce more jobs, to
produce more income for indi
viduals, to give each person an
opportunity to better develop
his potentialities and in general
to create a higher standard of
living for this nation.
I am not impressed by the su
perficial statements which are
constantly being made that the
budget has so many programs
fixed by law, and thus fixed
costs, that it cannot be reduced.
The budget gives the President
and Congress an opportunity
each year to make a complete
survey of all existing programs
to determine whether they are
essential, to determine whether
they should be carried on at
the present level, and to act ac
cordingly. It is completely with
in the President's prerogative
to take the leadership and rec
ommend elimination of such
programs as he deems undesir
able, unnecessary or unwise.
Many Ways .
Congress also can do many
things to1 help get the budget
down to a peacetime level. Al
though programs are authorized
by law, it does not follow that
appropriations must be made
each year to carry out these
programs if the federal burden
is too great. There are many
projects and, programs which
are either not funded to the
limit authorized by law or f und-

tem. To eliminate them is simp
ly the application of common
sense to current . conditions and
a recognition of what the nation
can afford.
Businessmen must continue
their leadership in the fight for
budget reduction. But they also
must look at the other side of
the coin and encourage -people
to solve their local, state and na
tional problems at home. They
must exercise self-restraint in
demanding goods and services
from the government.
The American public in gen
eral also has an important role
to play in restoring realism to
fiscal operations. It must con
tinue at an increasing pace to let
congressmen, senators and po
litical leaders know it wants
this unreasonable spending bur
den reduced and some tax relief
given to eombat inflation and
strengthen the entire economy
Soviets Remember
New War Dangers
Moscow (U.R) Soviet De
fense Minister Marshal Georgi
Zhukov declared in a May Day
statement today the Soviet peo
ple "do not forget the danger of
a new war."
The statement was in the form
of an order of the day to the
armed forces participating in
the giant annual May Day par-
ade salute to Communism.
More than 1,000 foreign dip
lomats and visitors were on
hand to witness the march
through Red Square, but for
the first time in years foreign
ers were not permitted to take
photographs.
Premier Nikolai Bulganin,
Communist Party chief Nikita
S. Khrushchev and other party
leaders were to address the
throngs from the top of the Lenin-Stalin
Mausoleum.
Zhukov's statement said Rus
sian working people "welcome
May Day with new victories in
all fields of the economic and
cultural life of our country.
"While devoting all their for
ces to the cause of building
Communism, the Soviet people
do not forget the danger of a
new war and are strengthening
the might of their socialist state.
"Soviet warriors must con
tinue consistently to learn the
use of new military arms, to per
fect their military skill and to
raise the military preparedness
of the troops."
Relief Predicted
In Texas Floods
Dallas (U.R) The Weather
Bureau predicted relief today j I
from thunderstorms that have
swollen Texas rivers for 12 days :
but flood crests still threatened

Louisiana towns.
Thousands of oil wells were
under floodwaters of the Sabine
River in Gregg county in east
Texas, and 11 families were
rushed out of an oil camp lues-; I
day to avoid the floods.
Victoria, already hit by one
flood, prepared for a 29.5 crest
on the Guadalupe river which
would cause "considerable flood
ing in the city although the
major portions of it would not
be affected," according to the
Fort Worth Weather Bureau.
At Freeport, police urged per
sons in 50 homes in the western
part of the city to take to the
higher ground until the flood-
waters of the Brazos river pass.
At least seventeen persons
have died in the fury of violent
weather and tornadoes that hit)
