Hale -was promoted to general
manager of the Detroit Tigers
Tuesday and like his predeces
sors Charley Gehringer and
Herold D. (Muddy) Ruel, he
didn't waste time with talk.
Less than two hours after Mc
Hale was introduced as the Ben
gals' fifth general manager in
the last six years, it was an
nounced that he had made a
trade with the Boston Red Sox,
obtaining outfielder Karl Ol
son and sending utility man Jack
Phillips to the Red Sox' San
Francisco farm club.
At 35 McHale is the youngest
general manager in the majors.
When he couldn't make the
grade as first baseman with
the Tigers he was offered a job
in the farm system after the
1947 season.
10 Years Grooming
The grooming process has tak
en 10 years. McHale was assist
ant to first Red Rolfe and then
Ruel. When Ruel moved up to
the general managership in 1953
the native Detroiter was made
. head of the farm system.
McHale played baseball and
football at Detroit's Catholic
Central High School and Notre
Dame. He signed a Tiger minor
league contract in 1941. His best
years were in 1945 when he hit
.313 and 1947 when he clouted
27 home runs, both a Buffalo

Constellation Lands
With Engine Blazing

airliner with 59 persons aboard
flew into London Airport from
New York Tuesday night with
smoke and flame spewing from
an engine. Capt. R. W. Picotte
of Brookfield, Conn., brought
the plane down safely. Experts
said the fire broke out in the
outer right engine when oil
flowed through a broken seal
onto the red hot turbine exhaust.

Byrd Goes After Budget Director
In Reduced Spending Controversy

President Eisenhower should re
place Budget Director Percival
F. Brundage with "a man that's
dedicated to cutting the budget."
Byrd,' chairman of the Senate
Finance Committee and a leader
of the conservative Southern
Democrats who have supported
much of the Eisenhower pro
gram in the past, went after
Brundage's scalp in a hard-hitting
speech before the U.S.
Chamber of Commerce.
Unnecessarily Wasteful
Byrd said the President's new
budget is "unduly and unneces
sarily wasteful, and Mr. Brun
dage prepared it." He said it
would be "very helpful" if the
President got a new budget di
rector pledged to "economy in
stead of finding new ways to
spend money."
Brundage declined to com
ment on Byrd's remarks.
Byrd coupled his attack on
Brundage with a proposal that
federal spending be cut by $8
billion, to clear the' way for a
tax cut of $6 billion dollars.
Eisenhower Plans Speed
President Eisenhower mean
while informed Republican con
gressional leaders that he is con
sidering going to the people in
a nationwide radio - television
broadcast to present his side of
the budget controversy.
White House Press Secretary
James C. Hagerty said Eisen
hower brought up the subject at
this morning's legislative confer
ence with congressional leaders.
Hagerty said the President
"feels there has . been a great
deal of misinformation spread
about on many matters, particu
larly the budget," and he plans
to "do what he can to correct it."
Hagerty said no definite plans
have been made, but Eisenhower
is considering "going on the air
in a radio-TV talk to the Ameri
can people," or perhaps even a
"series" of talks.
Eisenhower is particularly
anxious .to defend his $4,400,
000,000 foreign aid program,
which has become the chief tar
get of congressional economizers
out to slash his budget.
Supports Foreign Aid
The President described for
eign aid today as a "vital en
gine" needed to keep the ship of
state on a "steady course" to
ward peace. He made that state
ment in an impromptu talk to
representatives of the League of
Women Voters who called at the
White House.
He told the women that he
wants to reduce spending and
taxes as much as anyone in Con
gress, but is opposed to cuts in
the foreign aid program which
would jeopardize the cause of
peace.
Byrd in his speech brought
into the open the sharp criticism
which many congressional con
servatives have recently been
voicing against Brundage.
Not Demanding Dismissal .
Byrd told reporters after the
speech that "I am not demand
ing that he (Brundage) be dis
missed it is not my place to do
so." He said he did not mean to
tell the President what to do
about members of his own offi
cial family.
"But I do want a budget di
dector that's dedicated to cutting
the budget," he said.
Senate Republican Leader Wil
liam F. Knowland of California
told reporters after the White
House legislative meeting that
many GOP leaders "felt it advis
able" for Eisenhower to "make
his views known" on the budget
cutting controversy by some
method other, than his regular
news conferences.
