In recent years a few brain
surgeons and experts in electro
encephalography have come to
see that a considerable percen
tage of the hundreds of thous
ands of mentally handicapped,
difficult and delinquent children
are really victims of a demon
strable injury to part of the
brain Some were injured at birth

fever," such as

A neurologist wanting to get
what we doctors call a "control
group" of normal records, had
electroencephalograms made of
his boy. To his distress, he found
in the records signs of serious
injury to one side of the lad's
brain. Then the doctor realized
that this might well account for
the fact that, following an attack
of measles, the boy had become
difficult to handle. In the next
few months the doctor watched
the electroencephalograms be
coming, more and more normal
Until, finally, the "bad spot" dis
appeared. Next day the lad's
teacher telephoned to say that
he was again his old pleasant
self, and no longer a problem
in the school room.
As Dr. Tracy J. Putman, of
Beverly Hills, Calif. one of
America's leaders in this field
of neurology says in his intro
duction to a new book (Your
Child and Mine, D. E. Hood, Har
pers), it is unfortunate that we
doctors know so little about
these children : with a crippled
brain, and can do so little for
most of them. Fortunately, now,
at times something can, be done.
Dr. Putman is happy over what
Hood, an able teacher, has done
in the boarding-school h.e has
built up for such children. It is
called the Institute for Child
Study. With his dogged determi- j
nation and patience and skill, he
has been able to help, and return
to their hdmes, "A surprising
number of children considered
hopeless by all physicians who
had examined them." Hoods
book can ; give ' understanding
and hope to many a parent of a
handicapped child. .
I am so glad now to find an'
expert, with his life dedicated
to the helping of mentally crip
pled children, saying that "there
is no crime so heinous as that
of building needless hope in the
hearts of families, causing them
to make tfeks to far-off places
and spend all their savings for a
cure which is shown by prior
history and mental records -not
to be possible."
When I . say this sort of thing
in this column, many mothers
write to accuse me bitterly of
lack of understanding and of
sympathy for them. They say,
"You may know medicine but
you do not know the human
heart." Yes, I know much about
the human heart, but I cannot
cheat people and take money
under false pretenses.
Hdod says that at least 15 per
cent of all juvenile delinquents
are suffering from (usually) un
discovered brain injuries. Many
of the handicapped children
have convulsive seizures of a
form X1 epilepsy. Many are so
mentally retarded that they find
it hard to learn anything in
school. But, as Hood says so
wisely, intelligence -tests of the
Binet type are not adequate
alone to separate the hopeful
from .. the hopeless children.
There are so many other facili
ties which, if present, can help
a handicapped child to become
of some use in the world.
Hood say's so truly that jnany
a handicapped child takes up
all' mother's time and atten
tion, and this burden of constant

care wears her down. She cannot
sleep or eat without having an
ear or an eye on the child, and
eventually thi: anxiety "begins
to act as acid on her nerves,
slowly eating away the nervous
tolerance that is the basis for
mother love and affection." Of
ten, then, the doctor begs the
mother to put the child in an
institution, but she can't bear to
do this. Commonly, the father
can tolerate the situation better
because he is away all day; but
often, because the mother no
longer has time or health to be
a wife to him, there comes an
estrangement between the two.
The teacher says that since
many epileptic children believe
that their seizures are a punish
ment for real ar imagined trans
gressions, one of the first things
one must do with them is to get
them to understand that the fits
are due to illness and nothing
else. Mr. Hood tells of his diffi
culties with mothers who, when
told the truth about their child's
permanent lack of intelligence,
become defiant and angry. They
do this even when he tells them
that he can sympathize deeply
with them because, for long, he
too has known the sorrow of
having a handicapped child. As
he says again and again in his
book, this subject of helping
mentally defective children is
so surcharged with painful emo
tion that even when an expert in
this field tries hard to help the
parents, they are likely to turn
on him in wrath.
