He naturally is

lems. As a phy
sician, I am
most concerned
with the med-

particularly with the one that is
seldom thought of the problem
of the loss of good judgment that
can come during the night with
a small, unrecognized stroke.
Every Congressman should
. now be re-reading the memoirs
of Ike Hoover, formerly head
usher in the White House. They
were published years ago in the
Saturday Evening Post. There,
Hoover told of a morning when,
in Paris, President Wilson woke
somewhat indisposed. The doc
tors thought he probably had a
little cold. But Hoover soon saw
that his Chief was a changed and
a very different man. Formerly,
good-hearted, kind to his staff,
and easy to deal with, now he
was irritable, niggardly, hard to
deal with, and suspicious. Quite-
correctly, Hoover decided that
his Chief must have suffered a
serious injury to his brain. A few
months later, Wilson had anoth
er slight "collapse" while, mak
rig a speech, and later, he had
n easily recognized stroke.

The terrible thing about a
fettle stroke that can come si
lently in the night is that, with
ftat crippling a muscle or inter
fering with speech, it can take
4vay a man's good judgment,
nd change his character. For

Seledo in Spain. The bishop

fee got a stroke, and later, when
preached again, he asked Gil
aow he had done. He really had
gene very badly but Gil, tact

i ever heard. But it wasn't quite
as good as you used to preach."
With this, the bishop went into
a rage and threw Gil out in the
street with instructions never to
come back!
Study by Physicians
I doubt if we, in America, will
ever have any protection, from
this sort of thing until some
definite and workable provision
is made for frequently assessing
a president's mental health. For
example, in the case of President
Wilson, there should have been
some way in which the men close
to him, who knew that he was
a changed man, could have
brought in perhaps a group of
eminent physicians to report to
Congress on his mental as well
as his physical health. Obviously,
in judging of the man's mental
health, the physicians would
have to rely mainly on the im
pressions of the men about him
who could know of any change
in his temperament, character,
judgment and ability.

I don't see how he can, so long
as the president is his patient,
much as any other man might be
his patient. Even if the prsident's
physician were hired by Con
gress and made responsible to
Congress rather than to the pres
ident, it would be a most embar
rassing and unpleasant thing for
the physician to do to say that,
in his opinion, his patient was
not mentally fit for his duties.
Need Not Be Disastrous
In the past, our Presidents
have refused to let the public
know anything about their in
capacities. President Eisenhower
! has dealt with the nation frankly
ana nonesuy. I hope now he can
induce congress to devise some
arrangement so that, if in the fu
ture, a president is ever incap
acitated mentally, the vice-president
can take over his duties. I
say mentally because physical
incapacity can easily be seen,
and it need not be disastrous to
the country.
Perhaps it would help to have
a board of, let us say, six physi
cians, established. This board
could be made up automatically
of the professors of medicine or
psychiatry of six of our great
medical schools. These men
would ,have to meet with the
President and his physician
every four months, and then re
port to Congress. If they should
report that, in their opinion, the
President was in no condition to
carry on with his work, Con
gress should immediately ask the
vie. president to take over.
By having a board compelled
by law to check the President's
health every few months, we
would get around the great ob
jection of having to wait for
some daring person to insist that
an axamination be made.
Dr. Alvarez hones his readers
will understand that it would
be impossible for him to answer
requests for information or to
attempt to diagnose by mail.

The Medford Junior Chamber
of Commerce's proposed youth
camp project at Lake of the
Woods received the unanimous
endorsement of the board of di
rectors of the Jackson County
Chamber of Commerce yester
day. Bob Foster of the Jaycees de
scribed the plans for construc
tion of a large combination recreation-shelter-mess
hall build
ing on the Jaycee campsite, lo
cated where the Salvation Army
summer camp formerly was situ
ated. The Jaycees plan to make
it available to a wide variety
of youth groups for summer
camping projects.
The building, to cost a esti
mated $10,000 or more initially,
will be of Timberib construction,
and the Jaycees have enlisted
the cooperation of a number of
groups and individuals in the
project. Money-raising projects
ar being planned, Foster re

The chamber board also heard
of plans for visitors information
posters, with changable inserts
giving current information, to
be placed in service stations, mo
tels and restaurants this summer.
The project is being done by
the- chamber's tourist committee
under the chairmanship of Mrs.
Bert Pree, in cooperation with
the Oil Industry Information
committee.
The board discussed several
pieces of legislation now being
considered in Salem, and unani
mously endorsed the principles
of House Bill 737, which would
eliminate the position of county
judge in any county where the
judge no longer performed judi
cial duties, and would replace
him with a third commissioner.
The bill would apply to Jack
son and several other of the
larger counties of the state. The
name "county court" also would
be eliminated, being replaced by
"board of county commission
ers," which would elect their
own presiding officer from the
three commissioners.

fare and pension funds should
be brought under control.

Dulles Declares
Following War Road

Secretary of State John Foster
Dulles of following "the road of
adventure and war."
The charge was included in a
long denunciation of Dulles' re
cent speech to American news
paper editors. The official Soviet
News Agency Tass distributed
the statement, one of the most
violent Soviet attacks against a
U.S. secretary of state since
Josef Stalin died.
The commentary dropped the
recent Soviet line that nuclear
war might bring universal ex
tinction. It asserted that the
forces of Communism would win
and capitalism would go under
if war should come.
"There are two roads in for
eign policy, the road- of realism
and peace and the road of ad
venture and war," the statement
said. "Mr. Dulles evidently keeps
to the second road."
It called the Dulles address
"incendiary speech" of a "frank
ly aggressive character."
