Ike Asks Congress
For Laws To Curb
Labor Racketeering

dent Eisenhower, after a confer-
ence here with Secretary of La
bor James P. Mitchell, called on
Congress today for new legisla
tion to eliminate labor racket
eering. The President called racket
eering in the labor movement
"an abomination which must be
eliminated."
"We don't want to do any
thing that will hamper the Am
erican labor movement in its
legitimate objective," Mitchell
said after talking with the Presi
dent. "But we do want to help la
bor clean tip its own house,"
Mitchell added.
The secretary's conference
with the President on new anti-
racketeering legislation stemmed
from recent Senate investigating
committee disclosures involving
Dave Beck and his International
Teamsters Union.
Special Statement
Eisenhower in a special state
ment following his meeting with
Mitchell, said, "labor racketeer
ing like corruption anywhere, is
an abomination which must be
eliminated if and whenever it
occurs."
"Any officer and employee of
labor and it appears there have
been a few who abuse .the pow
er and trust imposed on them,
are not fit to hold union of
fices," he President said. "The
American working man and wo
man deserves from labor lead
ership high standards of trust
and fidelity."
The President said that cor
ruption "on the part of a few
should not obscure the fact that I
the vast majority of those con-
nected with organized labor are
decent and honest Americans
and that responsible labor lead-,
ership is moving speedily to
ward protecting their members i
from any such abuses, as far as j
their means permit." i
Mitchell, in a press confer-;
ence after his talk with the Pres- '
ident, said he thought the Taft-
Hartley labor-management law
was deficient in the protection
of the worker or union member.
He said he was commissioned
by the chief executive to draft
a new administration approach
to laws requiring public record
of salaries paid to union offic
ials, the condition of their j
treasuries and the administra-,
tion of these funds.
Would Publicize Funds
Mitchell told reporters that i
the administration shortly will j
ask Congress to pass a law giv- j
ing the executive branch of gov-:
ernment the authority to look
over union funds and make theVn
public. The secretary said the
President approved this recom
mendation. Mitchell said the administra
tion, and Congress, too, should
not be pushed "headlong" and
"impelled by the hysteria of the
moment" to pass punitive labor
legislation.

About 100 businessmen heard
Robert A. Hudson of Hudson
House. Inc., Portland tell the
committee his company was
considering leaving Oregon be
cause of high corporation excise
taxes.
Wrong Approach Charged
Hudson claimed the commit
tee was taking the wrong ap
proach to the whole tax prob
lem and that it should try to
bring more industry into the
state.
Chairman .Clarence Barton
told Hudson the committee was
wholeheartedly in support of
more industry- for Oregon, but
that it also faced the job of rais
ing enough money to support a
minimum budget for the next
Rep. Vernon Cook, Gresham
Democrat, said the increased ex
cise tax would raise some $10 j
million which would otherwise i
have to be raised by further in
come tax.
Hudson said he personally
would not mind paying more
personal income tax if it would
encourage business.
The Democratic excise bill
places the tax rate at seven per
cent instead of eight per cent.
But it also eliminates a 50 per
cent personal property tax off
set now enjoyed by corporations.
Utilities also would be taxed at
the full rate and banks at nine
per cent.
Lawyer Abe Rosenberg, Port
land, representing Meier and
Frank and other retail stores,
said the present excise tax was
already keeping industry out of
Oregon.
Tom Scanlon, of the State La
bor Council,' gave qualified ap
proval to the excise tax bill,
but said he thought the rate
should be reduced from Seven to
six per cent.
