Congress Expected
To Reject Ike's
Disability Plan

fluential House Republican said
today Congress probably will re
ject President Eisenhower's pro
posal to let the president's cabi
net decide when a disabled presi
dent should be replaced.
The prediction was made by
Rep. Kenneth B. Keating (R
N.Y.) as Attorney General Her
bert Brownell Jr. went before a
House Judiciary subcommittee
to try to sell the administration
plan.
Has Different Plan
Keating is senior Republican
on the subcommittee as well as
on the full committee. He is spon
soring a different plan for re
placing a disabled president.
He held out hope Congress
will agree to a compromise de
spite House Democratic Leader
John W. McCormack's statement
Saturday. McCormack said there
is so much disagreement on the
subject that "nothing will be
done by this Congress."
The Constitution provides for
the vice president to' take over
the President's duties in case of
his death, resignation or "in
ability" to perform his duties.
But it doesn't say how to deter
mine such "inability."
Cabinet Could Decide
Mr. Eisenhower advocates a
constitutional amendment that
would let the president declare
himself unable to do his work
and delegate the vice president
to take over. If the president
were so ill he couldn't make
such a deciesion the cabinet
could do it by majority vote.
Under Keating's plan a com
mission representing the Su
preme Court, Congress and the
executive branch would decide
when a president was incapa
citated. A third plan has been offered
by the subcommittee chairman,
Rep. Emanuel Celler (D-N.Y-),
who is also chairman of the full
committee. This would give the
vice president the responsibility
of deciding when a president is
disabled.

Search for an unidentified pilot
reported seen bailing out of his
plane over the Midland area near
here was called off after eight
hours of intensive investigation
yesterday failed to turn up a
trace of any flier or plane wreck
age. State police and the Klamath
Falls air search and rescue unit
started the search after Gill
Weatherby of Klamath Falls re
ported seeing a man parachute
from a falling plane. He said the
plane appeared to be a fighter.
The Air Force said it had no
planes unreported or overdue in
the area.
Lake Superior has an area of
31,820 square miles and it is
believed to be the largest body
of fresh water to be found any
place" in the world.
