Californians Have to
Face Possibility of
Serious Earthquakes

stant possibility of a serious
earthquake.
Dr. Charles F. Richter, world
renowned sismologist and ex
pert on recurring upheavals of
the earth's "rust, said Saturday
this was the scientific view of
temblors such as the one that
racked San Francisco Friday
with a magnitude of 5.5 on the
Richter scale of 10.
He said the tremor "appeared"
to be along the famed San An
dreas Fault, but was "pretty
hard to pinpoint" in early re
ports. The 'suit is a major frac
ture running virtually the length
of California and has been the
cause of periodic shakes, among
them the disastrous shakes of
1857 and 1906.
Dr. Richie:, busily answering
telephone calls from colleagues
at the California Institute of
Technology, .aid he summed up
the state's situation on the basis
of a geodetic survey in 1953 in
dicating the average horizontal
shift going in this area.
Amount of Shift
"The amount of shift is com
monly stated as two inches a
year; really it is a little less.
close to 15 feet in a hundred
years," he reported in a state
ment which he said had applica
tion to the p'esent.
"In the earthquakes of 1906
and 1940 the elastic rebound, the
sling produced by his steady
shift, was a little more than 15
feet; so that since 1857 there has
been enough time for a strain
on the same part of the fault
to add up u almost enough for
a great eannquake."
Dr. Richter emphasized that
his view of the facts was not a
prediction t.t the reflection of
a "quite childish calculation" by
some persons that since the 1857
and 1906 quakes were 49 years
apart, another was about due
simply by adding that many
years.
The latter, he said, was too
easy and "probably is meaning
less." But h-s said that if the
average hell exactly, it might
take another 10 years or "if the
strain piles up a little more
rapidly" it could happen at any
time.
"This is not a prediction. It
is only another way of saying
that in Californii we must learn
to live with the constant pos
sibility of a serious earthquake."

been named chairman of a small
business subcommittee on day
time radio broadcasting.
Other members are Sens. Alan
Bible (D-Nev ). and Andrew F.
Schoeppel (R-Kan.).
The subcommittee was set up
to investigate charges by day
time-only radio broadcasters
that the Federal Communica
tions has failrd to act on their
petition for extended operating
time.

sa.id "there j. increasing evi
dence that the regulatory agen
cies of the federal government
are discriminating against small
usinesses whether they be
truckers, broadcasters, or airlines."
Richter Scale Has
No Set Maximum
San Francisco (U.R) The
Richter scale, which measures
the force of enrthquakes such as
those which have jolted San
Francisco, hes no maximum.
Informally, the figure 10 is
used as a top, but only as a frame
of reference. Theoretically,
quakes with .1 magnitude of 100
could be recorded on the sensi
tive device.
The scale "as invented by Dr.
Richter of the California Insti
tute of Technt logy in Pasadena.
It operates on a logarithmic
basis. This means a magnitude of
two is 10 times as great as a
reading of one. A reading of
three is 10 imes as strong as
two and 100 times as strong as
one. Four 's 10 times as strong
as three and so forth.
Friday's most violent shock
was recorded at 5.5 on the scale,
the 1906 quake, which started
the disastrous San Francisco fire,
was 8.25 in intensity. One early
Saturday registered 4.25.
The most powerful quakes
ever recorded have been about
8.6, according to Dr. Perry Byer-
Iy, University of California
seismologist.
The earthquakes in the Aleu
tians recently ranged from seven
to eight, but were not disastrous
because the area is relatively
uninhabited.

ing of his lociil to have "the old
union meeting procedures
changed." He is a member of
local 162 which has about 5000
members, the largest of 10 lo
cals in this arva with total mem
bership of abcut 12,000.

Driver Arrested
After Car Accident
Herbert Hewlett Harding, 56.
of 3 Clark st., Medford, was
cited for driving while under
the influence of intoxicating
liquor, after his car hit a rock
bank and rol'ed over Saturday
night on Highway 238, according
to state police
Officers said Harding was
westbound on the highway about
l'i miles west of Jacksonville
when he applied the brakes and
skidded across the highway

where the brakes were applied.
Harding's wife, Estelle Rose,
was taken by Medford Ambu
