UP AND AWAY The U. S. Air Force awarded a contract
to Hiller Helicopters of Palo Alto, Calif, to develop this
tilt-wing aircraft. The plane will be propeller driven and
capable of vertical .takeoff and landing. Designated the
X-18, it will have less hovering capability but greater
forward speed than a 'copter. Project will be directed by
the Air Research and Development Command of USAF.

Morse Says Move on

Wayne Morse (D-Ore.) charged
yesterday that the administra
tion has launched a "terrific
propaganda drive" to promote
federal-private utility develop
ment of power projects in the
West.
Morse, speaking extemporane
ously in the Senate, accused the
administration of seeking joint
development so '"big business in
terests that support the admin
istration can take all tha pro
fits." Morse said he wanted to "as
sociate myself" with a plea
voiced a few minutes earlier by
his Oregon Democratic col
league. Sen. Richard L. Neu
berger, that California's two Re
publican senators join him in op
posing the" administration's joint
development plan for the Colum
bia Basin. i
Says Drive Ii On
"I found out in California last
week," Morse said, "that there
is a terrific drive on to get part
nership for the Trinity River
Project in that state."
Morse charged that Interior
Secretary Fred A. Seaton had
been "sending out trial balloons"
on bringing private utilities into
power project development. He
saw this as evidence that Seaton
was "as much for a giveaway

First Poems Located
Hanover N.H. U.R) The
Baker Library at Dartmouth
college has acquired a rare copy
of the first edition of Robert
Burns first book of poems.
The first edition, limited to
621 copies, was published in
Kilmarnock. Scotland in 1786 '
under the title. "Poems, Chiefly
in the Scottish Dialect." It is
now widely known as the "Kil
marnock Burns."
The copy now at Dartmouth
was purchased last year from a
London book dealer, Charles 1
Sawyer.

The Oregon Senator said in
the Columbia Basin "the admin
istration still clings to the dis
credited partnership program
which Sen. Kuchel has so rightly
condemned as being against the
public interest and welfare."
Neuberger asked Kuchel and
Sen. William F. Knowland "to
join with us of the Pacific North
west in resisting the so-called
private power partnership."
"Now that partnership' threat
ents the Trinity River Basin in
their own state, we Invite them
to join us in pushing to passage
the bill for the great federal
high dam at Hells Canyon," he
said.
