ment of Education was provided
for in a bifl introduced in the
Ogon House today by Rep.
Ole Grubb, Bend Democrat.
Grubb's bill provides that a
community college could be set
up y any school district or
xeveral districts whose cash
value exceeded S20 million and
where at least 500 pupils were
enrolled in grades 9 to 12.
Included in the bill was a pro
vision that the State Board of
Education undertake this bien
nium a Reneral survey covering
the entire state to determine the
number of community colleges
needed and the approximate
boundaries of districts that might
operate a community college.
The board's report would be
submitted1 to the next Legisla
ture. .
Action to start a community
college could be initiated by
written petition to the school
board from not less than 10 per
cent of the registered voters of
a school district.

Robert F. Ball of Boise, assist
ant to the President of Idaho
Power Company, said that all
three low dams would cost S133
million compared to a S399 mil
lion for the high dam.
Proponents of the high dam
argued that in the long run, the
high dam would produce more
power at a cheaper rate and
would provide flood control and
irrigation advantages that the
low dams would not provide.
Groups in Favor
Farm and labor groups ap
peared in favor of the memorial.
They included James T. Marr, of
the Oregon State Council of the
AFL-CIO, who is also president
of the National Hells Canyon
Association; Elmer McClure,
master of the Oregon State
Grange, and Harley Libby, of
Jefferson, president of the Ore
gon State Farmers Union.
Sen. Musa indicated that It
mfght be some while before the
committee acted on the memorial.

of earth sciences to study our
planet's solid interior, the at
mosphere, the oceans and the
land masses between.
Prof. Henry G. Houghton,
head of MIT's meteorology de
partment, will take charge of
the new lab. The lab will be
operated jointly by the depart
ments of meteorology, geology
and geophysics.
The lab will attempt a new
j and integrated approach "to ex
perimental and theoretical in
vestigations of man's environ
ment," Harrison said.
The professor said that "a dash
of imagination" will be added to
"spice" scientific observations.
"Controlled imagination often
is the chief tool of the earth
scientist when he assails such
questions as formation of conti
nents, causes of climate or the
nature of the earth four billion
years ago," Harrison said.
The laboratory is expected to
become a research center for
geologists, geochemists, geophys
icisls. meteorologists and ocean-
I ographers.

Lincoln, Jones Says

bol of the possibility in the com
mon man," Dr. William C. Jones,
dean of administration at the
University of Oregon told a ga
thering of about 90 Republicans
last night at the annual Lincoln
Day dinner at the Jackson hotel.
Dr. Jones described Lincoln
as a complex man whose gen
ius people want to know more
about, despite charges that he
was a demigod only because fa
vorable circumstances made him
so.
. "We all are sons and daugh
ters of the cbmmon people," Dr.
Jones said, "and Lincoln dem
onstrated that our possibilities
can be realized because, if for
no other reason, we are Ameri
cans." Pre-Eminant American
Americans are eager to ex
perience more of Lincoln's per
sonality, according to the uni
versity dean. As a result "he
looms in the heart of most of us
as the pre-eminent American,"
he added.
Dr. Jones said Lincoln sym
bolized the fact American people
have built a nation with '"alleg
iances that transcend its differ
ences." He pointed out the New Eng
land yankee, the Texan, foreign
languages spoken on New York's
Magnolia st.. the westerner and
the American Indian are ex
amples of the "great diversity of
the country's population" that
were preserved because of the
Civil War.
"It would be terrifying to
speculate," the speaker said,
"what the country would have
been like now had Lincoln chos
en the path of least resistance
and let the Union dissolve." An
other decision may have divided
the United States into a group
of Balkan states, he said.
As it turned out, Dr. Jones
said, Lincoln saved the Union.
"He demonstrated free men can
build institutions and develop
loyalties strong enough to curb
their differences," according to
the dean.
"Lincoln also pointed out that
if these institutions and loyalties
are to be lasting, America must
develop men of "good will' who
have tolerance with those with
whom they disagree," Dr. Jones
said. He concluded that Lincoln
shall remain the "eternal sym
bol of the Republican party."

dent of the Jackson County Lin

Lincoln's Gettysburg address
during the program.

Medford Corporation
To Start Repair Work
The Medford corporation will
close for its annual three-week
repair and overhaul period aft
er work tomorrow, it was re
ported today.
B. L. (Bud) Nutting, manager
of the lumber firm, said the
company plans to resume opera
tions on March 18. The closure
will include the mill north of
Medford, the company's rail
road, and the woods operations
in the Butte Falls area.
During the period, which is
"routine" every year, machinery
and equipment will be gone
over and repaired as necessary.
The firm employs some 500
men. but a considerable number
of them will remain at work
during the three weeks to assist
in the repair work.

Sorel.
Miss Sorel Wednesday told a
Superior Court judge that she
had no objections to the chil
dren, Christopher, 10; Keith, 7,

their father's custody. The ac
tress currently is facing charges
of contributing to the delin
quencyof 19-year-old Michael
Bowen.
