one airman was injured when 11
crew members of a Navy patrol
bomber parachuted to safety
seconds before their plane crash
ed and burned in a snow storm,
it was reported today.
The two -engine P2V "Nep
tune" crashed about 25 miles
east of here Sunday night while
on a flight from Los Alamitos,
Calif., air station to Hutchinson,
Kan., when it developed engine
trouble. Icy conditions from the
storm also were believed to .lave
hampered the flight of the Navy
bomber.
Navajo county sheriff's depu
ties reported that the 11 crew
members all were found alive,
but that one man was suffering
from an apparent broken leg
There was no immediate identi
fication of the crew members.

humps and peaks on wide pla
teaus which fleets of dump
trucks have built up to a height
'of 60 feet and more.
The editor of "Pulp and
Paper," Albert W. Wilson, re
ports estimates of 80,000 units
of chips in storage an am
ount of wood equivalent to 30,-
000.000 board feet of logs or
80,000 cords of pulpwood. He
writes:
'Two ferry boats and an ev
ergreen wilderness highway
bring you to Crown Zellerbach's
Port Townsend kraft pulp and
paper mill . . . When you roll
down the hill to the mill at
tidewater, you see a sight which
is not duplicated anywhere else
in the pulp and paper world.
Here to greet you Is a million
dollar, man-made mountain of
wood chips ..."
With the Crown Zellerbach
mill producing 425 tons a day of
kraft board, kraft wrapping and
kraft bag papers, the storage
piles of 80,000 units of chips
would keep the plant running
for three months. Refined bag
manufacturing has been added
to the operation.
Sawmill Leftover
The mountain of wood chips
at Port Townsend. fattened by
daily barges of chips from the
big Pope and Talbot mill at Port
Gamble, and by shipments of
chips from 25 other sawmills,
represents industrial forest con
servation at its best in the North
Pacific world of today.
Editor Wilson of "Pulp and
Paper" gives this picture of
Western Washington forest con
servation in progress:
"Port Townsend is running
. ... 99.7 per cent on imported
chips from sawmill 'waste' on
an annual basis. In Ocean Falls.
B. C. St. Helens. Oregon, and
Elk Falls. B. C, at least 50 per
cent of the production in each
mill is from sawmill chips.
"At Camas, Wash., more than
30 per cent is made from this
material. Obviously, a large
proportion of the paper now
being produced by Crown Zel
lerbach Corporation is a product
of wood leftovers, slabs, edgings,
trim that used to be burned."

pulp markets encourage invest
ments by forest owners, public
and private, large and small.

Neuberger Raps
State Jobless Fund

unemployment c o m p e n sation -
fund was described yesterday as
one of the five worst in the
country," by Sen. Richard L.
Neuberger.
The junior Oregon senator
said he had been informed by
Labor Secretary James P. Mitch
ell that the fund has reached
a "perilous condition."
Neuberger laid blame for the
fund's present status on recent
state administrations and termed
the decline in the reserve fund
from which unemployment
checks come as "the result of
an unemployment tax s'trueture
which has yielded less in income
than was paid in benefits in
seven of the last eight years."
Neuberger said the situation
should be given immediate study.

legislature, now in session, to
